The 49 year agreement was signed in 2019 with the Russian company Stroytransgas, which had the company managing the port in return for a 500 million dollar investment on the ports modernization.

Talks are ongoing between Moscow and Damascus on the future status of the Russian naval base and its airbase at Khmeimim.
