No more delays in the delivery of public housing will be tolerated so that citizens have the right to decent housing within the allotted time frame. This is what Mohamed Tarek Belaribi, Minister of Housing, Urban Planning and the City, said this Saturday.
With the aim of ensuring the progress of two public rental housing projects (LPL) managed by the Office of Promotion and Real Estate Management (OPGI), the Minister carried out an inspection visit this Saturday in the wilaya of Algiers.
The first stop of the visit was for the 1,780 LPL housing project in Souidania. During his visit to the site, the minister noted with dismay “a huge, unjustified delay” in carrying out the work. Faced with this situation, he raised his voice and demanded explanations from those responsible for the project, especially since “this project is of great importance for the inhabitants of the capital” he underlined.
The head of the OPGI of Hussein Dey explained that this project is split into two parts, the first part is made up of 728 housing units, of which the work is 95% for housing and more than 60% for exterior developments. . The second part consists of 1,052 housing units, with a progress rate of 70% for housing and 35% for developments.
Belaribi gave firm instructions to make up for lost time to the CEO of OPGI of Hussein Dey to complete the first phase comprising 728 housing units before July 5. He also insisted on respecting quality and safety standards in the construction of housing. “I will not tolerate any compromise on these essential points,” he insisted.
The second stage of this inspection visit to the capital took the minister to the site of the 1,228 housing project in Djenane Sfari. This project is made up of five parts, three of which are completed, bringing together 680 housing units. According to the presentation presented by the head of the OPGI of Dar El-Beida, the two other parts currently being built include 548 housing units.
Here too, Mr. Belaribi noted a delay in the completion of these last two parts and a lack of efficiency in their management. The minister castigated the lack of efficiency observed and severely criticized the head of the OPGI of Dar El-Beida, declaring that “this delay is unacceptable and cannot, under any circumstances, be justified”.
Faced with this observation, Mr. Belaribi demanded a general and immediate mobilization of all stakeholders involved in the project to make up for the delay. “These two parts must be completed before the end of next June,” he declared in a firm and unequivocal tone.
The minister also warned officials that he would carry out several inspection visits in the coming weeks to ensure compliance with deadlines and the quality of the work.
It should be noted that since the beginning of the year, the minister has carried out several surprise inspection visits, sometimes at night, to ensure the progress of the work of the different forms of housing projects under construction. During each field trip, he insisted on the need to complete all current projects within a very short time in order to proceed with the distribution of housing in all the wilayas.
For the various projects having recorded delays, Mr. Belaribi had demanded the establishment of a precise work plan in order to remove the blockages and accelerate their finalization. In addition, the minister had also given strict directives to his troops to intensify the monitoring of the various projects underway, in order to definitively close the AADL 2 program, affirming that no tolerance will be granted for any delay recorded or failure in the quality of construction standards.
