Draft resolution to the Security Council

As soon as the negotiation phase around the text is completed, which should be short-lived and, given the seriousness of the situation on the ground, a draft resolution demanding from the Zionist entity the immediate cessation of its aggression against Rafah, in the south of the Gaza Strip, will be submitted to a vote by the Security Council at the request of Algeria. This draft resolution was introduced the day before yesterday Tuesday to the Security Council by the Permanent Mission of Algeria at the UN in New York, following the emergency meeting of the Security Council convened at the request of Algeria regarding the recent attacks against the Rafah refugee camps.
It demands an immediate ceasefire, respected by all parties, and condemns attacks against civilians, including women and children, and civilian infrastructure.
The text again demands that all parties to the conflict respect their obligations under international law, including international humanitarian law and international human rights law, particularly with regard to the protection of civilians and property. of a civilian nature, and the need to stop depriving the Palestinian civilian population of the Gaza Strip of the basic services and humanitarian aid essential to their survival.
The draft resolution also expresses the grave concern of the Council over the dire humanitarian situation with widespread famine throughout the Gaza Strip and the poor living conditions and suffering of the Palestinian civilian population, including those who have taken refuge in Rafah, most of whom were forcibly displaced.
This draft resolution follows the barbaric and unjustifiable aggression launched by the Zionist occupying forces against a Palestinian refugee camp in Rafah, which claimed the lives of more than 45 martyrs, including children, babies and women , in addition to many people with serious burns who require treatment who have become impossible to find in the Gaza Strip after the destruction of most of its health establishments. The Permanent Representative of Algeria, Ambassador Amar Bendjama, assured the press, immediately after the closed session of the Security Council on Tuesday evening, that Algeria intends to circulate to the members of the Security Council a draft concise and decisive resolution to put an end to the massacres in Rafah. According to diplomatic sources, cited by Al Mayadeen, Algeria’s Permanent Representative to the United Nations, Ambassador Ammar Bendjama, expressed Algeria’s strong condemnation of the unjustified air strikes which cost the lives of around fifty people. Palestinians, the majority of whom are women and children.
The Algerian representative stressed that these attacks took place only 48 hours after the International Court of Justice issued an order calling on the occupying power to stop its attack on Rafah.
He stressed that the order of the International Court of Justice is legally binding and that the Israeli occupier is obliged, under the United Nations Charter, including article 94/1, to respect the decision of the Court International Court of Justice in any dispute it faces.
The same sources indicate that Amar Bendjama added that the Security Council is mandated, under the Charter itself, to make recommendations or take a decision on the measures to be taken to implement this judgment, and that it must now ensure respect for international legitimacy.

The United States, which supports Israeli Zionist aggression in the Gaza Strip, has repeatedly used its veto power to obstruct resolutions calling for a ceasefire.
