World Child Protection Day is celebrated on 1er June each year and Algeria, like other countries in the world, makes a point of returning to this issue through several events. The most important thing is to take stock of what has been achieved in terms of child protection but also to present future programs to improve their well-being.
In this context, the national delegate for child protection, Meriem Chorfi, who affirmed that child protection is among Algeria’s priorities, presented what has been achieved by the country in this area. , as well as what needs to be improved for better care of children.
It was under the themes “Child protection mechanisms in Algeria” and “Model alimony fund” that the work of the regional study day took place the day before yesterday, in the room congresses of the wilaya of Blida. This day was organized by the Blida Court of Justice, in collaboration with the National Delegation for Child Protection, under the leadership of its president Meriem Chorfi.
“Our first priority has always been the all-round protection of children and divorced women. This day aims to shed light on law n°24-01 of February 11, 2024, relating to specific measures for obtaining alimony and to address the legal organization of an alimony fund as well as its measures and procedural mechanisms,” explained Ms. Chorfi.
She also underlined all the efforts made by the National Authority for the Protection and Promotion of Children with a view to preserving the interests of the child and ensuring the protection of this fragile and vulnerable group so that they can live decently. and play its role in creating family and social balance.
Meriem Chorfi added: “We are preparing a national plan for childhood 2025/2030, with the participation of all stakeholders linked to this subject. » The president also presented to the audience some mechanisms initiated by her body to protect children. These include, among others, the “Allô Toufoula” (Hello childhood) application with its toll-free number 11-11, as well as the installation of a vigilance unit for the protection of children of dangers of ICT, added value for effective intervention.
“This is the amendment of Executive Decree 19-334 establishing the conditions and modalities of organization and operation of the National Body for the Protection and Promotion of Children. This cell will be operational 7 days a week and 24 hours a day. It is made up of experts from the National Gendarmerie, National Security, the National Child Protection Body and experts in the fight against cybercrime,” she said.
During his intervention, the Attorney General at the Blida Court, Abdelmadjid Djebbari, highlighted the Algerian legislator’s commitment to ensuring effective legal and legal protection for the child whose custody rights expired to the mother after divorce, including the right to alimony. He explained that “following the increase in complaints relating to non-payment of alimony to the courts, law 24/01 of 02/11/2024 was promulgated on specific measures for obtaining alimony and operating methods of the Alimony Fund”.
Through all the interventions made during this day and the work done by the commissions, several recommendations were initiated by the latter whose possibility of broadening the beneficiary framework of the alimony fund requires the inclusion of legal texts which allow the continuity of obtaining alimony despite its legal forfeiture by death. It should be noted that this day saw the presence of Salima Mesrati, president of the high authority for the fight against corruption, as well as several judicial and local personalities, including the wali of Blida.
