The credibility of the presidential electoral process will be guaranteed through the implementation of a series of measures, including new secure registration forms. This is what Mohamed Charfi, president of the Independent National Authority for Elections (ANIE), said this Sunday.

Charfi revealed regarding the new form made available to candidates for the 2024 presidential election that “it is a form which makes the issue of bargaining for signatures impossible”. He reinforced these comments by explaining that “the subscription forms now have a serial number specific to each candidate who comes to withdraw their quota”, the objective being to “bar the road to any attempt at fraud”. These files, with a serial number, are listed at ANIE in the name of the applicant, he said on national radio.

He insisted on the fact that these new forms announce the end of a “real transfer window”, practiced by subscription in the past, during which people sell and buy support. He said he opted for the granting of 70,000 files, instead of 50,000 required by law, which can be useful if necessary by candidates for candidacy.

The head of the authority continued his explanations concerning the means deployed to guarantee the smooth running of the electoral process, aiming to reassure voters on the fact that “these subscription forms are monitored on a day-to-day basis using an electronic platform. , so that these forms are not used by other applicants.

In addition, he considered that “this is one of the security guarantees of the electoral operation in terms of subscriptions and authentication of signatories”. “From now on,” he continued, “it is very difficult to do as before, either for individual profit or to harm the credibility of an election.”

From a purely practical point of view, the head of ANIE assured that any citizen wishing to stand as a candidate for the early presidential election on September 7 can contact the Authority to collect the subscription forms and application forms. supporting signatures required by law to validate the candidacy, assured Mr. Charfi.

This credibility is also ensured by the interest in the sanitation of the electoral register, digitized in 2019. Mr. Charfi thus revealed that ANIE will launch the exceptional revision operation of the electoral lists next Wednesday, in anticipation of the early presidential election of September 7.

This operation is also placed under the prism of rigor and respect for procedures, which will be personally monitored by the head of the authority. He thus affirmed: “On June 12, I will travel to one of the communes of Algiers and to the neighboring wilayas to officially launch the operation to revise the electoral lists, which will last until the 27th of the month in course “.

He specified that he had signed the order establishing the commission for the revision of electoral lists in each municipality, just after the signing, by the President of the Republic, of the presidential decree convening the electoral body.

Furthermore, on this occasion, Mr. Charfi launched an appeal to young people “to register on the electoral lists and have their voter card”. He added, in order to make them aware of the importance of getting involved in political life through this first civic act, that voting for a candidate of one’s choice “is also a civic act”, estimating that “the electoral map will have one day, perhaps, a value that we do not suspect today as citizens.”

Concerning the adoption of a peaceful discourse during the electoral campaign, the president of ANIE recalled, in this regard, that a Charter of Ethics was signed by the party leaders as well as the five candidates for the election. presidential election of 2019, emphasizing that this charter was also signed twice by “Abdelmadjid Tebboune as a candidate and as elected President of the Republic”. Mr. Charfi indicated that this charter was registered at the ANIE level under the title “the Golden Book of Democratic Construction”.

Finally, the president of ANIE assured that the real current issue is to gain confidence in the organization set up and in the personnel managing the electoral process.

Thus, the new secure forms and the cleaning up of the electoral lists “are the two segments of securing a credible and democratic election”, assured the president of ANIE. He wished to recall that this aspect is taken care of within the framework of a particular strategy that ANIE has put in place since 2022 already, and this via a planned perspective. “Democratic security and national security are at stake.” He also recalled that Algeria was inspired by other successful experiences to ensure national security by introducing the notion of democratic security in the 2020 Constitution.
