AADL-3 registrations
The Minister of Housing, Urban Planning and the City, Mohamed Tarek Belaribi, revealed, yesterday Wednesday in Algiers, the date and time of opening of registrations on the site dedicated to the program of the ” AADL-3”.Ensuring that the launch of registrations for the rental-purchase housing program ”AADL-3” is scheduled for the day of July 5 at 5 p.m., he indicated, via a digital platform. “Subscription to the “AADL-3” program and the allocation of housing will be exclusively by digital means, through a platform. The subscriber will only need their identity document and insurance number,” he said.
Speaking at the inauguration, in Algiers, of the new headquarters of the Algerian Agency for Housing Development (AADL), Mohamed Tarek Belaribi affirmed that the walis were seized in order to release the necessary land bases. “This move aims to pave the way for the immediate launch of the projects as a first step,” he continued.
After the update of Executive Decree 01/105 setting the conditions and terms of purchase within the framework of rental purchase, housing built with public funds, the number of installments increased from 04 to 05, observed Mohamed Tarek Belaribi.
“The deadlines granted for payment of the price of housing will also increase to 30 and 35 years, depending on the situations of the beneficiaries and the level of their income and their spouses,” he added, announcing, at occasion, the establishment of the ”El Kafil” system to facilitate the procedure for payment of installments.
This rental-purchase housing program ”AADL-3”, added the Minister of Housing, Urban Planning and the City, represents an urban and architectural innovation, noting that this program aims to reach levels higher levels of urban improvement and humanization of urban centers and cities.
“This will come to fruition thanks to the participation of all stakeholders to improve the living environment of citizens,” he further indicated. Making it known that his department attaches paramount importance to improving the living environment of citizens.
At the beginning of last May, the Minister of Housing, Mohamed Tarek Belaribi, affirmed in Algiers that the “AADL-3” projects will be designed according to modern architecture, which requires establishing a national elevator industry. . “We started working a while ago on the urban architecture of “AADL-3”, capable of improving the living environment of citizens. Thus, we are planning buildings of the R+20 and R+15 type,” he indicated. Noting that in order to make this initiative a reality, the authority has started discussions with various international partners, notably Italian and Chinese, with the aim of inaugurating elevator production factories. An approach, he underlined, which aims to establish a national industry in this strategic sector.
Speaking on the sidelines of a visit to the urban center with 13,300 housing units, in the new city of Sidi Abdallah, in Algiers, the minister noted that the “AADL 3” projects will be designed, with the objective that each level houses six apartments, particularly in large cities, in order to respond to the scarcity of available land. “This approach will allow efficient use of land without encroaching on agricultural land. The studies and technical specifications are finalized, and the launch of this project is imminent,” he said, noting that the architecture of the “AADL-3” will be adapted to the specificities of the North, Hauts-Plateaux and the South.
As a reminder, the launch of this rental-purchase housing program ”AADL-3” in 2024 was announced by the President of the Republic, Abdelmadjid Tebboune, during a working and inspection visit to the wilaya of Djelfa late last October.
At the end of last November, the Minister of Housing, Urban Planning and the City announced the launch of subscriptions for this new program, before the end of the first half of 2024. Last January, the minister chaired a meeting with representatives of several sectors, devoted to the examination of technical aspects and the presentation of the various questions linked to the subscription operation to the “AADL 3” formula.
