“Algeria is experiencing sustained dynamics in terms of public service”

The National Human Rights Council (CNDH) affirmed in a press release published on the occasion of the celebration of the United Nations Civil Service Day celebrated on June 23 each year, that Algeria was experiencing “a sustained dynamic” in matters of public service in accordance with the provisions of the 2020 Constitution.
The CNDH welcomes, according to the same source, “the inclusive principles enshrined in the 2020 Constitution affecting the different areas relating to the Civil Service, such as transparency in the management of public affairs, the involvement of civil society and the principle of administration at the service of the citizen.
The Constitution also provides for “the need for a justified response within a reasonable time to requests requiring the issuance of an administrative decision as well as neutrality with the citizen within the framework of respect for legality and the performance of the service without delay , in addition to the right of access to information, documents and statistics and the right to submit requests to the administration individually or collectively to raise concerns related to the general interest and the fundamental rights of the citizen.
In order to strengthen these advances in public service, the CNDH called for “enriching the legislation and regulations relating to the definition of the relationship between the citizen and the administration, particularly in the light of the new constitutional principles and to achieve to a centralized system for collecting information on the public service provided by public establishments and the related administrative procedures, thus allowing public authorities to evaluate the effectiveness of operations to simplify procedures.
In addition, the CNDH emphasized “the imperative to complete and generalize the digitalization of the public service, in application of the directives of the high authorities of the country, being the most effective way to achieve good performance of the practice administrative”, emphasizing that “the presence of active and reactive digital administrations is able to generate an accelerated and fluid development dynamic, thus eliminating a large part of the causes and manifestations of bureaucracy”.
He added in the same press release that “this process is capable of opening the way to greater confidence that the citizen places in the administration, which constitutes the key to stability, and by extension, the foundation sustainable development and human rights in general.
Note that in 2003, the United Nations created a Public Service Award, as international recognition of the importance of continuous progress made in public service, but also of its contribution to strengthening sustainable development.
