In a context marked by strong criticism of the system of evaluation of university teachers, the National Federation of Higher Education and Scientific Research (FNESRS) presented a series of proposals for the improvement of this system, during a meeting held at the Ministry of Higher Education and Scientific Research.

Reaffirming its commitment to working closely with the supervisory authority to improve the evaluation system for university teachers, the FNESRS considered that this meeting constitutes an important step towards a fairer, transparent and effective evaluation system.

She also assured that the proposals developed in consultation with teachers and social partners aim to strengthen the transparency, fairness and effectiveness of the evaluation system for university teachers. Adding that this should have a positive impact on teachers and students, thus contributing to the emergence of a more efficient and attractive higher education system.

Recognizing the importance of a smooth transition to the new evaluation system, the federation proposed to maintain the current system for a period of four years.

She explained that this measure will help stabilize and consolidate the evaluation system through a smooth transition that would allow teachers to gradually familiarize themselves with the new procedures. The objective is to guarantee a smooth and efficient application of the new evaluation mechanisms.

To support this transition, the FNESRS also suggested the organization of two promotion sessions per year for the professor and lecturer grades. This increase in the frequency of promotions will allow teachers to present their files more regularly and to better plan their professional careers, believe the representatives of teachers and university researchers.

Among the key proposals presented to the supervisory authority, the FNESRS called for the conditions for recruitment and promotion to be relaxed and for the evaluation criteria to be broadened. Keen to promote more inclusive recognition of teachers, the federation proposed cancelling the condition of doctoral supervision which is required upon registration for the competition for grade promotions.

This measure aims to facilitate access to promotion for talented teachers who have not yet had the opportunity to supervise a doctorate, while encouraging supervision at master’s level, a level of training relevant to many disciplines. .

Alongside these relaxation measures, the FNESRS called for a strengthening of teacher evaluation criteria.

The aim is to promote competitiveness and scientific and educational excellence, taking into account the requirements of the new evaluation system. These expanded criteria could include, in particular, participation in research projects at national and international level, publication of articles in renowned scientific journals, contribution to the supervision of students and greater involvement in the various activities organized outside of classes by university centers and research institutes.

Furthermore, as part of addressing the main concerns of those concerned regarding misunderstandings of the criteria of the new evaluation system, the federation also suggested the creation of an appeals committee for teachers who contest an evaluation, the organization of training workshops on the new evaluation system, and the establishment of a mentoring system to support new teachers.

These additional proposals aim to guarantee “a fair and transparent application of the new evaluation system and to best support teachers in this transition,” explained the same source.

Furthermore, in recognition of the tireless efforts of university teachers and researchers in the qualitative leap of the Algerian university, the FNESRS has also focused on improving their working conditions. This includes in particular the provision of modern educational resources, access to quality continuing education and the creation of a working environment conducive to research and innovation.

At the end of the working meeting, the federation affirms that the majority of the proposals were favorably received by the supervisory authority, which undertook to study them carefully. Adding that as soon as the proposals are validated by the Minister of Higher Education, measures will be quickly taken for their concrete implementation during the next evaluations of promotions and recruitment of university teachers.
