As part of securing data on a national scale and in all sectors, in accordance with the instructions of the President of the Republic, Algeria is preparing to train skills in this area. This will be through the opening, at the next academic year, of a national cybersecurity school. This was announced yesterday by Abdelhakim Djebrani, Director of Finance at the Ministry of Higher Education and Scientific Research.
Mr. Djebrani said: “We are on the final stretch for the opening of this institution. The creation decree has already been published and the human and material resources are being put in place.” He added: “Everything is ready to open this school within the time frame required by the Head of State.”
The representative of the Ministry of Higher Education also assured that in accordance with the instructions of the President of the Republic, all means are being put in place for the success of this strategy, which aims to make our universities universities of 4e generation.
Mr. Djebrani stressed that Algeria is firmly committed to a deep reform of its university system, aimed at raising these institutions to the level of the university of 4egeneration. This ambitious project is based on the comprehensive digitalization of academic processes, the integration of advanced technologies in teaching and research, as well as the promotion of innovation and entrepreneurship within campuses.
He estimated that the university of 4e generation is a university that must be dynamic and that must anticipate emerging professions, the professions of the future. “This is why, therefore, we have already started this year, as you know, with the inauguration of the Sidi Abdellah technology park, which has already opened its doors with two schools in cutting-edge specialties such as artificial intelligence and mathematics. This year again, we have opened two other schools in technologies as cutting-edge as nanosciences and autonomous systems,” he said during his speech on the airwaves of the National Radio.
He also announced that, within the framework of this roadmap, other innovative specialties will be opened at the level of other university institutions. He cited, as an example, those devoted to automotive manufacturing technologies, within the framework of a thematic network, comprising several university institutions, in partnership with economic partners at the level of some universities.
Regarding the implementation of the national digitalization plan, he stressed that some 60 digital platforms have already been implemented, covering all aspects related to teaching, research, governance and academic services. Mr. Djebrani noted that to carry out this mission, the sector’s budget has crossed, for the first time, the threshold of 600 billion dinars for the year 2024.
In application of this digitalization of the university, he announced that the pre-registration and orientation operation of new graduates is fully digitalized, marking a transition to the concept of “zero paper”. He added that the three artificial intelligence applications were developed by the National Higher School of Artificial Intelligence of Sidi Abdallah, in order to offer students advanced tools to simulate and optimize their choice of academic path. This initiative aims to make the orientation process more efficient and better meet the needs of students and the job market.
Mr. Djebrani stressed that this example of student success reflects another modern concept of the university, which “is the creation of wealth.” “The university must encourage its students to develop the spirit of entrepreneurship and gradually banish the conventional spirit of salaried employment,” he added. “The key word of this university of 4egeneration is employability, it is an important term,” he insisted, before adding that “the university of 4egeneration must form a useful product, form an employable product, therefore ready for use and ready to respond to the demand of its society.
Mr. Djebrani explained that the Algerian university will no longer be based solely on the two fundamentals of teaching and research, but must also be based on other fundamentals, namely modernization, digitalization and wealth creation. The university must encourage its students to develop the spirit of entrepreneurship, insisted the same official. This encouragement is done in particular, he said, through student and start-up incubators, in partnership with leading companies such as Sonatrach and Algérie Télécom. These incubators aim to transform students’ innovative ideas into concrete projects, thus facilitating the transition to an economy based on knowledge and innovation from the first years of study.
Mr. Djebrani, however, revealed that despite these promising advances, resistance to change remains a challenge to overcome. Continuous training of trainers is at the heart of concerns to maintain the quality and relevance of academic programs in a constantly changing world. In addition, the integration of graduates into the national economy is essential to maximize the economic and social impact of investments, Mr. Djebrani stressed. He concluded by stating that through the university of 4egeneration, the country aspires to prepare a new generation of leaders capable of responding to current challenges and actively contributing to the economic and social development of the country.
