The new dynamics of the housing sector

100% Algerian housing, made with local products and delivered on time, is the result of the new dynamics that the housing sector has experienced in recent years. That’s not all: this new dynamic is reflected in the opening of several construction sites at the national level, the construction of housing according to different formulas, and modern urban centers as part of the realization of the commitments of President Abdelmadjid Tebboune, who pays particular attention to this sector because of its economic and social benefits and its contribution to preserving the dignity of Algerians. This is the result of the repeated insistence of the President of the Republic on intensifying efforts to completely eliminate the housing crisis by offering housing under various formulas to all social categories, while ensuring that the construction is of quality and with local materials.
As part of this approach, the sector has experienced a constant rate of progress with constant monitoring to respect the aesthetic and architectural aspect, and the construction of urban centers and housing guaranteeing all the conditions for a decent life and equipped with the necessary public facilities, in particular schools, local health establishments and commercial premises.
In order to achieve the set objectives, the housing sector has benefited from a substantial budget allocated by the State to implement the program and commitments of the President of the Republic, with the creation of a special commission to update several regulatory and legislative texts, while devoting digitalization and taking into account the environmental aspect at the level of construction sites. The figures relating to housing deliveries made since 2020 speak for themselves with more than 1,250,000 units under different formulas, delivered to beneficiaries with all the necessary public facilities, in implementation of the program launched by the President of the Republic, within the framework of the five-year period 2020/2024.
These results were achieved despite the effects of the Covid-19 pandemic in 2020 on the sector, which was able to adapt and develop a strategy to ensure the continuity of work, allowing the delivery of 200,000 units during the same year. In addition, all projects, which had been suspended for more than four years, were relaunched in 2021, allowing the receipt of 320,000 housing units distributed on various occasions, particularly in the context of the celebration of Independence Day and the date of the outbreak of the Revolution, November 1. In this context, it should be noted that the year 2022 saw the distribution of more than 400,000 housing units in different formats across the country, while the year 2023 saw the distribution of more than 330,000 housing units.
For the current year, the President of the Republic gave, three days ago, the starting signal for the operation of distributing 251,890 housing units, all formulas combined, across the national territory.
Thus, the year 2024 is considered a pivotal year for the sector, due to the determination displayed to realize an ambitious program of 460,000 housing units to be built, in addition to more than 150,000 rural housing aids. On Saturday, the Ministry of Housing indicated, in a press release, that 452,000 subscribers throughout the territory had registered on the AADL 3 program platform since its opening on Friday evening.
“The number of people registered for the ‘AADL 3’ program via the platform has reached 452,000 subscribers across the entire national territory since the platform opened on Friday evening until Saturday 6:00 p.m.,” the ministry said. Registrations on the ‘AADL 3’ platform will resume on Sunday from 8:00 a.m. to 6:00 p.m., the ministry added, assuring that “the operation will continue daily to allow all interested citizens to register for this program.” The ministry also specified that “any person who received the voice message relating to registration for the ‘AADL 3’ program after calling the landline number displayed on the platform is considered registered.” As a reminder, the registration operation for the ‘AADL 3’ program was launched, as planned, on Friday evening at 9:00 p.m. via the website dedicated to the operation.
