The housing policy adopted in Algeria was designed to preserve the social character of the State, as stated in the Declaration of November 1, 1954, and provided for the construction of housing in various forms, according to the capacities of the different layers of society, such as public rental housing, rental-purchase and subsidized promotional housing, making it possible to increase the national housing stock and the occupancy rate per dwelling estimated at 4.18% in 2024 while the objective is to reduce it to 4.12% in 2025.

Projects have been opened to support this dynamic, such as the creation of the National Housing Bank (BNH), which is expected to play an important role in this area, particularly within the framework of the “AADL 3” program. Furthermore, the housing sector was marked by the announcement of the digitalization envisaged for the social housing formula in order to resolve the problem of allocating these properties to people who meet the required conditions, according to the guidelines of the President of the Republic who had insisted, on many occasions, on the preservation of the social character of housing. We know that the public authorities ensure access to decent housing for different social categories, including those who aspire to social housing, in particular occupants of precarious and dilapidated housing, families living in buildings threatened with collapse, or those occupying narrow apartments, in order to enshrine the principle of equity in the distribution of housing and rehousing operations.

Many Algerians were eagerly awaiting the “AADL 3” program announced by President Tebboune in October 2023, and whose registrations began on July 5, 2024. In fact, the housing crisis is over.
