Improving the conditions for issuing documents to citizens in the justice sector implies the need to accelerate the digitalization of archiving operations at the court level. This was indicated by Abderrachid Tabi, Minister of Justice and Keeper of the Seals.
Tabi noted that “the digitalization of archives must move to the second phase concerning the delivery of documents to citizens, in line with the developments in the sector in the field of digitalization, and in addition to the first phase which concerns the recording and preservation of documents.”
The Minister gave instructions to the employees of the sector to develop this aspect and continue efforts to accelerate and organize the process of archiving documents related to judicial activity.
Tabi, on the second day of his visit to M’sila, noted that this is “an important part of the judicial process”, highlighting the importance of continually improving the conditions of reception and orientation of citizens, and of taking charge of their concerns.
It should be noted that during his field trips, Mr. Tabi stressed, on several occasions, that strengthening the digitalization of the justice sector was a priority to better meet the requirements of the transition to e-administration.
In order to improve the performance of judicial work, the sector has adopted a strategy based on essential objectives such as the use of modern technologies in judicial management, through the use of newly created and developed automated systems to manage the judicial file, as well as the management and exploitation of genetic fingerprints and other technical applications.
The same strategy includes the digitalization of justiciability procedures and the use of modern technologies in the administrative and financial management of judicial authorities and central administration, as well as the management of human resources through the different systems developed for this purpose.
Furthermore, it should be noted that during his first day of visit, Mr. Tabi had affirmed that the establishment of court annexes in many regions of the country “will facilitate the right of recourse to justice and bring justice closer to the citizen, while sparing litigants the inconvenience of travel.”
Tabi added that the intensity of judicial activity, the statistics recorded in the courts and the geographical aspect were taken into account in setting up these annexes, equipped with all the means allowing normal judicial activity, pending the opening of full-fledged courts.
The minister also called on the personnel in his sector to take care of citizens as they should and to raise their performance to keep up with the evolution of the sector in order to best serve the general interest.
