Seize candidatures déposées à l’ANIE – Le Jeune Indépendant


The processing and study of the files for the declaration of candidacies for the presidential election of September 7 began this Friday. This was indicated by the National Independent Authority for Elections (ANIE) in a press release, citing the names of sixteen candidates.

According to the same source, several candidates for the candidacy submitted their applications on Thursday evening, the last day of the deadline granted by law.

Among these candidates for candidacy are, in addition to the outgoing president Abdelmadjid Tebboune, leaders of political parties, but also independent figures. These are the president of the Movement of Society for Peace (MSP), Abdelaali Hassani Cherif, the secretary general of the Algerian Rally (RA) party, Tarek Zeghdoud, the first secretary of the Socialist Forces Front (FFS), Youcef Aouchiche, the candidate of a coalition of parties called the Stability and Reform Group, Belkacem Sahli, as well as Zoubida Assoul, head of the Union for Change and Progress (UCP). Among the independents are El Abadi Bel Abbès, Salem Chaabi, Raouf Aib, Abdelhakim Hamadi, Slimane Bouamrioune, Ahmed Gouraya, Amar Chekar, Kamel Hebal, Saida Neghza and Hichem Baba Ahmed.

The President of the Republic, candidate for the candidacy, Abdelmadjid Tebboune, filed, in the afternoon at the headquarters of the National Independent Authority for Elections (ANIE), at the Palais des Nations (Algiers), his declaration of candidacy for the presidential election.

“I reiterate my thanks to all the parties, organizations and bodies that supported my candidacy, as well as to all the citizens who took the trouble to travel to the municipalities to sign the subscription forms,” ​​Abdelmadjid Tebboune told the press after submitting his application, hoping that his “candidacy for the presidential election of September 7 will be accepted by the ANIE.”

It should be noted that the ANIE recalled that “the declaration of candidacy for the presidency of the Republic results from the filing of a registration request with the president of the ANIE by the candidate himself against submission of a receipt”, and this “in accordance with the provisions of article 87 of the Constitution and articles 249, 250, 251 and 253 of ordinance 21-01 of March 10, 2021 relating to the organic law relating to the electoral system”.

The application form must include the name, first name, signature, profession and address of the person concerned, accompanied by a file containing the documents contained in the aforementioned articles.

In accordance with the organic law relating to the electoral system, the candidate must present either a list containing at least 600 individual signatures of elected members of communal, wilaya or parliamentary popular assemblies, distributed at least across 29 wilayas, or a list containing at least 50,000 individual signatures of voters registered on an electoral list.

These signatures must be collected across at least 29 wilayas. The minimum number of signatures required for each of the wilayas cannot be less than 1,200.

The Independent Authority shall rule on the validity of candidacies for the presidency of the Republic by duly justified decision, within a maximum period of seven days from the date of filing of the declaration of candidacy.

The ANIE shall transmit to the Constitutional Court its decisions relating to applications accompanied by the candidates’ files within a period not exceeding 24 hours from the date of the announcement of its decisions.

The decision of the Independent Authority shall be immediately notified to the person concerned. In the event of rejection, he or she may lodge an appeal with the Constitutional Court within a maximum period of 48 hours following the time of notification.

The Constitutional Court validates, by decision, the final list of candidates for the election of the President of the Republic, including appeals, within a maximum period of 7 days, from the date of transmission of the last decision of the Independent Authority.

Once their application files have been validated, candidates begin to present their electoral programs during the electoral campaign, which is declared open twenty-three days before the election date and ends three days before the election date.
