Les modalités de financement fixées – Le Jeune Indépendant


The terms of financing of public housing programs by the National Housing Bank (BNH) have been set, in accordance with an interministerial decree published in the Official Journal (JO) No. 47. These are the Public Rental Housing (LPL) programs, roads and various networks (VRD) and State aid for access to housing, as well as the terms of its remuneration.

According to this new text, the budgetary credits notified by the Ministry of Finance are made available to BNH by the Ministry of Housing on the basis of operations registered for a budgetary year, materialized by “registration decisions” identifying the designated delegated project owner and project data, within the framework of the LPL and primary and secondary VRD programs.

These operations are the subject of financing agreements between the BNH and the delegated project owners designated to take charge of them, adds the same source.

The remuneration of the BNH, in return for the financial management of the LPL programs and primary and secondary VRD, is set at 1% of the amount of payments made which it invoices quarterly to the Ministry of Housing.

With regard to the assistance programmes for access to housing under transfer expenditure, the budgetary appropriations notified by the Ministry of Finance are made available to the BNH by the Ministry of Housing on the basis of the physical and financial distribution of the amount retained by type of aid.

The transfer of credits to the BNH is carried out in four tranches of 25% each, after agreement by the services of the Ministry of Finance on a report justifying the state of execution of the allocation of credits allocated for each quarter.

The remuneration due for the financial management of aid intended for housing programs is set at 1% applied to the disbursements made, which the BNH invoices quarterly to the Ministry of Housing.

The BNH is paid on the invoice for each service provided, after “service completed” approved by the services of the Ministry of Housing.

Thus, the provisions of the interministerial decree of 14 January 2016 defining the terms of provision of funding to the National Housing Fund (CNL) relating to public housing programmes and primary and secondary roads and various networks are repealed. It should be noted that the interministerial decree in question was signed by the Minister of Housing, Urban Planning and the City and the Minister of Finance on 3 June, before its publication in the Official Journal.
