Mobilized for more than a year against executive decree No. 25-54 on the particular status of national education officials, deemed “unfair” and “far from their aspirations”, supervisors and education assistants claim the recognition of their socio-professional rights. They denounce abusive assignments and poor working conditions.

Gathered in Oran for their ninth national council, members of the National Syndicate of Supervisors and Deputy Education (SNSAE) have reaffirmed their determination to continue the mobilization until satisfaction of all their claims. This meeting was held after a year of protest against the new particular status, which the union accuses of having “betrayed the hopes” of the assistants and supervisors.

The SNSAE points to “serious and unacceptable violations”, in particular assignments to tasks out of their functions, the abusive interpretations of clear texts, psychological pressures, threats and attacks on professional dignity.

The Council requires that the ministry respects the schedule for finalizing the amendments to the special law, honors its commitments and transmitted the text to the union before any submission to the government. He categorically rejects the ministerial proposal for a “union consensus” between all approved organizations comprising this body, considering that it would give an undue right of opposition, would violate the 02/23 law and would lead to an ineffective union functioning.

On the socio -professional level, the National Council claims recognition of general seniority for all, taking into account all university degrees (higher technician, diploma in institutes, license, master) without conditions, as well as the valuation of training certificates issued by national training and development of education personnel as an integration and promotion criteria. It requires the definitive deletion of the obsolete grades of assistant and deputy director, their automatic integration, the end of downsates deemed discriminatory as well as the implementation of a continuous promotion process without ceiling.

The SNSAE refuses any modification of the achievements and any assignment to new tasks not provided for by special law. He also requests the reduction of the weekly workload, the harmonization of the summer holidays with those of the teachers and the application of the entry dates set for the start of the school year. He insisted on the need to organize training for supervisors and department heads, to provide transitional arrangements for integration and to maintain the material and moral advantages of the position of educational advisor for the new position of general supervisor.

Among the other claims, the union calls for temporary recruitment of supervisors to replace the absent on long sick leave or maternity leave, the allocation of basic grade 12 to all educational supervisors, recognition of national service in all wilayas, modification of the grade rate, the integration of new supervisors of the 2024 promotion in the grades created recently, as well as the establishment of a compensation system up to 30 %.
