Algeria rejects the French MAE procedure

The Ministry of Foreign Affairs Directors General Direction of the Protocol- Apossed receipt of the verbal note from the French Ministry of Europe and Foreign Affairs dated August 7, 2025 relating to the proposal for a new temporary procedure in terms of access by Algerian agents accredited to the reserved areas of Parisian airports for the purpose of transporting or recovery of the diplomatic suitcase, according to an informed source.

The new procedure communicated fundamentally contravenes France’s obligation to ensure the proper functioning of diplomatic and consular missions established on French soil. Also, Algeria is regrettable to reject it firmly, according to the same source, which gives the arguments which base this rejection. They are drawn from the provisions contained in the Vienna Convention on diplomatic relations (article 25 and article 27 paragraph 7) and in the Vienna Convention on Consular Relations (Article 5). The same source cites article 13 paragraph 7 of the Algerian-French consular convention in 1974. As part of the compliance with its obligations for the Vienna Convention on diplomatic relations, France grants accredited diplomatic and consular missions of permanent access badges to safety zones with regulated access (ZSAR) at the level of airports. Consequently, any measure excluding the diplomatic mission and the Algerian consular posts of this well-established practice constitutes a blatant violation of an obligation devoted to the double title of the Vienna Convention on diplomatic relations and the Algerian-French consular convention.

The new proposed procedure is contrary to the principle of non-discrimination against diplomatic and consular missions accredited to the host country, a principle devoted by article 47 of the Vienna Convention on diplomatic relations and by article 72 of the Vienna Convention on consular relations. Indeed, in that it exclusively aims at agents of the Algerian diplomatic mission in France, the new procedure communicated is still a discriminatory treatment which is incompatible with the aforementioned articles. For Algeria, the only solution in accordance with the international and bilateral commitments of France lies in the restoration of permanent access securities for the benefit of accredited agents of the diplomatic mission and the Algerian consular posts in France. As soon as these badges have been restored, Algeria will proceed, for its part, to the lifting of the equivalent measures which it adopted within the framework of the strict application of the principle of reciprocity, concludes the same source.
