Un projet toujours en attente  – Le Jeune Indépendant

While road accidents are experiencing an upsurge, especially in this summer season marked by strong mobility, the question of road education resurfaces. The president of the Tariq Essalama association, Hocine Bouraba, insists on the urgency of joining this component in school programs in order to train from an early age a generation aware of the dangers of the road.

Contacted by The independent youngthe president of the Tariq Essalama association, Hocine Bouraba, once again sounded the alarm on the need to really integrate road safety into the school program. According to him, if the Ministry of National Education had, last year, devoted the inaugural course of this return to this theme, there is still a lot to do to lasting this culture in the minds of students.

The associative activist recalls that more than thirty years ago, the introduction of road education had been announced in school programs. However, this measure has never been materialized. “We wrote to the President of the Republic three years ago to request the effective establishment of road education in schools. The president has given instructions in this direction, but we are still waiting for concretization, “he deplored.

Hocine Bouraba also talks about the difficulties encountered during the organization of awareness days in schools. “We often face obstacles, some establishments refuse to give us authorization to organize educational activities. However, through these days, we teach students the road safety rules, we explain the traffic signs to them, we allow them to drive on small circuits with electric vehicles, and at the end, we give them a small symbolic driving license with their photo to encourage them, “he explains.

For Mr. Bouraba, it is imperative to teach road prevention rules from primary school. “Even if the child does not yet drive a vehicle, he is already user of the road, whether as a pedestrian or as a passenger. He must therefore be prepared to face the various road risks, “he insisted.

The Tariq Essalama association pleads for the introduction of the highway code in the programs of the three levels of education: primary, medium and secondary. According to its president, this approach will form a more aware generation of the dangers of the road. “Children, by transmitting prevention messages to their parents, can play a key role in raising awareness of adults,” he said.

Road prevention with students is, according to the association, a major lever to reduce traffic accidents, which are constantly gaining momentum. “At the end of the schools, we often see children who run and jostle without paying attention to the vehicles that pass in front of their establishment. This is where the danger resides, ”warns Mr. Bouraba.

For him, road education should no longer remain a simple announced project, but become a concrete reality in order to protect future generations.

As a reminder, the Ministry of National Education had already been, under the era of former Minister Abdelhakim Belabed, to develop a specific program to introduce road education from the start of the school year. In August 2023, there was a meeting between the members of an inter -ministerial commission responsible for designing the content of this new subject, in collaboration with several ministerial departments (interior, transport, health, solidarity, religious affairs, etc.) as well as with the national gendarmerie, the DGSN, civil protection and the national civil society observatory.

This new material was to concern all the levels (primary, medium and secondary), both in public and private establishments. The stated objective was to raise awareness of the dangers of the road, but also to the environmental issues related to transport, while teaching them to use new technologies to report accidents.

This approach followed the executive decree n ° 23-98 of March 5, 2023, which fixed the methods of teaching the rules of traffic, prevention and road safety in schools. The government then presented road education as one of the fundamental levers to reduce the number of accidents and victims on the roads, especially among children.
