Falling a bus in the El-Harrach wadi

Less than a week after the drama that bereaved Algeria, the first sanctions fell. On Tuesday, the public prosecutor at the Dar El Beïda court (Algiers), Rostom Mansouri, announced the placement in pre-trial detention of four accused in the case of the fall of a bus in the El-Harrach wadi. “The investigating judge, after hearing the four accused in this case, ordered their placement in pre-trial detention pending the completion of the judicial inquiry,” he said at a press conference at the court headquarters. Recalling that the facts date back to August 15, 2025, when the bus, coming from Réghaïa and heading towards Algiers-Center via RN 5, fell from the top of a bridge, killing 18, including 4 women, and 25 injured.

It is, he continued, of the bus driver (DH), prosecuted for manslaughter and involuntary injuries committed by means of a public transport vehicle and direct danger of the life and physical integrity of others by deliberate and manifest violation of the obligations of prudence and security, the receiver of the bus (HN), which is prosecuted for manslaughter, of the life and physical integrity of others. From the technical controller of vehicles (BJ), which is prosecuted for deliberate establishment of a certificate comprising materially inaccurate facts and endangering the life of others by deliberate violation of the obligations of prudence and security and, finally, of the owner of the bus (HR), which is, for its part, prosecuted for the use of a report of technical control comprising materially inaccurate, thus putting the life of the life.

And to add, following the accident, the brigade to combat great crime, falling under the second division of the judicial police of Bab Ezzouar, was responsible for conducting a preliminary investigation and experts of the National Institute of Criminalist and Criminology of the National Gendarmerie (Incc/GN) commissioned to carry out mechanical expertise on the bus. “The preliminary survey had highlighted obvious intentional offenses linked to non-compliance with the security and prudence obligations imposed by law, starting with illegal overload, specifying that the bus transported 45 passengers, a charge greater than its capacity, which is the responsibility of the driver and the receiver,” he said. Finding that the survey also revealed that the bus was not authorized to circulate because it is the subject of a temporary immobilization decision taken by the transport department of the wilaya of Algiers.
