The shock of the drama of Oued El-Harrach has not finished moving the lines. Under the leadership of the President of the Republic, Abdelmadjid Tebboune, the State wants to initiate real therapy in the fight against road insecurity. The national delegation for road safety follows suit, by launching a series of concrete measures on the ground. Between training reform, digitization of exams and tracking down areas at risk, the time is for action.

The director of studies at the National Road Safety Delegation, Lahcène Boubka, revealed, this Wednesday on national radio waves, several concrete measures still little known to the general public. Among the current sites, the digitization of the theoretical exams of the Highway Code, whose platform is now operational. Pilot phases are planned in four wilayas: Oran, Biskra, Tamanrasset and Jijel, before generalization on a national scale.

The other novelty of importance concerns the reform of drivers training, now considered a central lever in the fight against accidents. Faced with alarming figures, 42 % of accidents involve motorists with less than five years of experience, a revised program has been set up. This introduces new modules: preventive conduct, first aid, driver’s ethics, economic and technological concepts. The hourly volume is also reassessed from 25 to 30 hours for permits A and B, and up to 8 pm for professional categories.

On the ground, a national “black dots” eradication plan is currently deployed. This program is based on a detailed analysis of accident -prone zones, with targeted actions on signaling, development and visibility. A precise cartography has been drawn up, and corrections are underway in several wilayas. Added to this is a series of awareness campaigns, reinforced nationally, in coordination with local directions.

But for Lahcène Boubka, these efforts will only really bear fruit through multisectoral coordination. “Road safety is not a single ministry. It takes a mobilization of all sectors: transport, public works, industry, trade, health, “he said, stressing that the approach of the National Delegation for Road Safety aligns fully with the new presidential guidelines.

Orientations deemed “decisive” by the manager, especially after the drama of Oued El-Harrach, who cost several passengers in a bus accident on August 15. During the government meeting chaired last Tuesday by Abdelmadjid Tebboune, shock therapy was announced, with a series of unpublished decisions.

At the regulatory component, the president ordered the in -depth revision of the texts framing road traffic. The procedures for issuing driving licenses will be hardened. Projects of law are being finalized and will be submitted to the next Council of Ministers.

Another underlined inflection, the broadcasting enlarged in the event of an accident. From now on, any person involved will have to answer for their acts on the civil level. And the field of responsibilities will extend to all the links in the driving school chain, maintenance companies, technical control centers, even concessionaires in the event of failure. “There will be no more impunity,” said Lahcène Boubka.

In parallel, the national security, national gendarmerie and national security have received the investigation of multiplying road controls. The objective is to dissuade risky behavior, in particular conduct under influence of drugs or psychotropic drugs. Systematic tests will have to be practiced in all technical control centers.

With these announcements and these first operational measures, the authorities intend to initiate a clear break with the classic management of the road file, qualified by President Tebboune as “life or death file”. The tone is set, the State wants to strike hard and quickly, with the ambition of drastically lowering the number of accidents, but above all to end a scourge that Algerians live, too often, as a fatality.
