Youth, strategic actor.
As an extension of the regular monitoring of the implementation of the action plan for the youth sector, Mustapha Hidaoui, Minister of Youth, in charge of the Higher Youth Council, chaired, this Monday, an evaluation meeting at the seat of its ministerial department in order to refine priorities for modernization, as well as the effectiveness of the actions carried out by the sector.
Hidaoui affirmed the imperative of a collective commitment of all the executives and staff of his department to carry out the missions entrusted to the sector incurring in line with the instructions of the President of the Republic, Abdelmadjid Tebboune. “Youth is at the heart of the national project,” he said, calling for transforming youth institutions into real talent incubators and living, attractive and modern spaces. He wanted to specify that this modernization must absolutely be accompanied by a constant improvement in the quality of the services offered, the adaptation of activities to the expectations of youth and the strengthening of their visibility.
The meeting enabled the various officials to present their stage reports on the progress of the programs included in the action plan of the year 2025. Mr. Hidaoui praised the efforts made, while recalling that the time is now for consolidation and adjustment. One of the protruding points of this meeting concerned the follow-up of the preparations for the intra-African trade fair, scheduled from September 4 to 10 in Algiers.
The Minister underlined the strategic importance of this continental event, which must offer young Algerian entrepreneurs a platform to highlight their innovations, exchange their know-how and establish networks within an Africa in full change. He stressed that “our country must make this show a strong moment of influence and testimony on the dynamics of integration and creativity of its youth.
On the program also the start of the school year, scheduled for the coming days. The Minister paid particular attention to the imminent announcement of the new nomenclature of modern activities, developed in consultation with all institutional and associative partners.
This reform, he explained, must make it possible to provide the sector with a renewed and adapted offer, while implementing more efficient management mechanisms. The objective is to ensure a dynamic and coherent return, in line with the aspirations of youth and the strategic orientations of the State.
A summer season marked by diversity
The meeting also made it possible to take stock of the summer campaign of holiday and leisure centers, which welcomed thousands of children from the various regions of the country, as well as young people from the national community abroad. The Minister put forward “the qualitative jump recorded this year”, in particular thanks to the diversity of the programs offered and the integration of innovative activities, of a scientific and cultural nature. He also wanted to salute the involvement of youth associations, “essential partners in the sector”, who volunteered to the supervision of some of these activities, in collaboration with public institutions and local authorities.
Hidaoui devoted a special time to the summer university of executives in the sector, a first of its kind, which aims to create a space for reflection, exchange and continuing education. The Minister insisted that this initiative became “an innovative platform to capitalize on experiences, develop skills and trace a clear vision for the next steps”.
Regarding the financing operation of youth associations for the year 2025, the minister recalled that the process must obey new technical standards implemented via the Charaka digital platform. This approach helps to guarantee “transparency, equity and relevance” in the selection of projects to be financed. The Minister also noted the importance of favoring bearing initiatives, capable of meeting the expectations of young people, promoting social innovation and aligning the main national priorities.
In addition, Mr. Hidaoui praised the progress made in the field of digitization, one of the structuring axes of the action plan of his department. However, he called to redouble their efforts to complete the still open sites, in particular those relating to the digitalization of youth establishments, the monitoring of investments and the modernized management of festivals and events, affirming that transparency, efficiency and speed are essential requirements at present and digitalization constitutes the best lever to respond.
He concluded his intervention by ensuring that youth remains a national priority and that his support involves structured, modernized and transparent public action.
