Le rôle central de la diaspora algérienne

The central role of the Algerian diaspora

Automotive industry

The innovation launched at the beginning of August by the Ministry of Industry, consisting in a national campaign for the mobilization of Algerian skills for the creation of a council of national expertise in the automotive industry and the manufacture of spare parts, has borne fruit, according to the interim Prime Minister, Sifi Ghrieb, which is the origin of it, as part of the functions he occupied at the head of the Ministry of Industry. From a ceremony organized in honor of representatives of the Algerian community established abroad, participating in the intra-African trade fair (IATF 2025), Sifi Ghrieb announced that some 2,500 candidates, including 500 from the diaspora, were identified in this context. He recalled the mission of this expert council: to draw and propose the roadmap and the Algerian state strategy in terms of vehicle construction and the manufacture of spare parts. A first work has already been carried out, in collaboration with the various state institutions and economic operators, as well as the manufacturers who displayed their desire to establish a real automotive industry in Algeria, he said. This approach has led, added Sifi. Ghrieb, to “the development of a national integration reference project in this field”, made up of seven deliverables which concern, in particular, “the main lines of integration”, “national map which includes all human and material skills at the local level” and “standards and methods of approval required by manufacturers”. The research and development of human skills, which constitute the “soft” part of this integration, are also among the awarded purposes, he said, insisting, in this context, on the central role of the Algerian diaspora. “We have launched a first call for manifestation of interest and we had a first census, but I relaunch, through you, a second call for any Algerian competence” capable of participating in the establishment of a real automotive industry, “he said. Sifi Ghrieb noted that the automotive industry appears as a pilot project which will serve as a model for other strategic sectors, such as telephony, household appliances, as well as any other industrial activity likely to reduce dependence on imports. After having displayed the need to “concentrate national efforts on sensitive and high added value, where Algeria is currently spending the most currencies”, the acting Prime Minister said that a national appropriation and technological transfer network will be set up, reiterating the call for diaspora to fully adhere to it. As a reminder, the national campaign for the mobilization of Algerian skills for the creation of a national expertise council in the automotive industry and the manufacture of spare parts, was placed under the slogan “with Algerian skills, we build a real mechanical industry”. This is the realization of the strategy of President Abdelmadjid Tebboune, aimed at developing an integrated and lasting national mechanical industry. The objective is to allow all Algerian skills (experts, engineers and technicians), within the country and abroad, to participate in this strategic project. This approach has intervened in completion of the participatory process launched by the ministry through consultation meetings with various players in the automotive industry and spare parts, having led to the creation of specialized working groups and the development of strategic recommendations defining the technical and regulatory bases necessary for the development of a competitive national industry and the strengthening of industrial integration. The Council of Expertises must contribute, under the aegis of the Ministry of Industry, to allow Algerian manufacturers who are in the automotive sector to carry out high levels of integration. The Council also ensures the compliance of products to international standards, to strengthen the integration of the Algerian industry in global value chains. Everything will be done within the framework of partnerships registered as part of the support and development of the national subcontracting system.
