The director general of the prospective at the Ministry of Hydrocarbons and Mines, Miloud Medjelled, presented in Osaka (Japan), Algeria’s achievements and projects in terms of alternative fuel for maritime and air transport and in the field of hydrogen. In a speech pronounced during the work of the ministerial meeting on alternative fuels for maritime and air transport, Miloud Medjelled, quoted by a press release from the Ministry of Hydrocarbons and Mines, said that Algeria began to adopt alternative solutions such as e-methanol and liquefied natural gas (GNL), emphasizing the integration of propulsion technology (bicarburant) in the Algerian maritime transport fleet, which will reduce energy consumption and emissions.
He also mentioned the in progress preparations for the establishment of storage and fuel supply facilities specific to Arzew and Skikda, in order to support the competitiveness of sustainable maritime transport.
We know that Algerian ships in operation have implemented Annex IV amendments (rules relating to the prevention of atmosphere pollution by ships) of the International Convention for the Prevention of Pollution by ships (Marpol).
These new measures which have been in force since November 1, 2022, are part of the commitment made by the International Maritime Organization OMI, within the framework of its initial strategy of 2018 concerning the reduction of GHG emissions (greenhouse gas) from ships, to reduce the carbon intensity of all ships by 40 % by 2030 compared to 2008.
The same source indicates that, in the aviation sector, Miloud Medjelled revealed the launch of a pilot project with Air Algeria to locally produce sustainable aviation fuels (SAF/Sustainable Aviation Fuel) from refining residues and used oils in order to contribute to compliance with international commitments and the reduction of emissions in the air sector. He recalled that the sectors of maritime and air transport, despite their importance in world trade, represent nearly 7 % of global CO2 emissions, which makes the transition to cleaner fuels an urgent necessity, added the press release.
During the ministerial meeting on hydrogen, Miloud Medjelled underlined the important place of hydrogen in the national energy transition strategy, specifying that Algeria has made it a national priority through a global strategy articulated around six main axes.
According to the manager, these axes include the implementation of an integrated legal, organizational and institutional framework, the development of capacities and skills through universities and institutes, industrial integration guaranteeing the local production of equipment as well as the control of engineering and services, the implementation of innovative financing mechanisms and the attraction of investments, and the strengthening of international cooperation, in particular through the African Alliance Green hydrogen (Agha) and the International Hydrogen Trade Forum (IHTF), the development of interconnection projects for the transport of hydrogen, in particular the South 2 Corridor project intended for the export of green hydrogen to Europe.
According to the ministry’s press release, Miloud Medjelled also stressed that Algeria tends to carry out pilot projects intended to produce and export between 30 and 40 hydrogen terawatt hours and its derivatives by 2040, which will cover around 10% of European demand and consolidate the place of Algeria as a regional energy of clean energy.
