A central committee to guarantee the realization within the deadlines

Reinforced monitoring of strategic rail projects

The Minister of Public Works and Basic Infrastructures, Abdelkader Djellaoui, has decided to strengthen the monitoring of the country’s two strategic rail projects: the western mining line connecting Béchar – Tindouf – Gara Djebilet and the line is connecting Annaba to Bled El Hadba.

A central steering and control committee will be set up to ensure rigorous follow -up of each stage of realization, a statement from the ministry said on Saturday.
This decision has occurred at the end of two work meetings held in Algiers and devoted to the examination of the progress of the work.
The Minister recalled that these structuring projects are among the priorities set by the President of the Republic, Abdelmadjid Tebboune, because of their strategic importance for the economic and industrial development of the country.
In his instructions, Mr. Djellaoui insisted on the need to “strengthen cooperation and close coordination between the different business groups” in order to guarantee the delivery of all the sections within the time limits.
The companies responsible for realization have, for their part, reaffirmed their commitment to mobilize all the necessary human and material resources, to ensure the availability of materials and equipment, and to adopt a working system in rotation (8 × 3) making it possible to maintain a continuous activity on construction sites.
The first meeting focused on the western mining line, 950 kilometers long, which will connect Béchar to Tindouf and Gara Djebilet. The Director General of the National Agency for Studies and Monitoring of the Realization of Railway Investments (Anesrif), project manager of the project, presented a technical statement on the state of progress of the work and the obstacles encountered. The project is available in three main sections. The first, with a length of 575 km, is produced by a group of Algerian-Chinese companies. On this segment, a batch of 135 km was already received last July.
The second section, connecting Tindouf to Oum El-Assel (175 km), as well as the third connecting Abadla to Hamaguir (109 km), are entrusted to national groups. Aware of technical and logistical challenges, the Minister proposed practical solutions to accelerate the rate of work, in particular by better coordination with ministerial departments and local authorities. The companies concerned are committed to delivering the line in its entirety before the end of the year, before the contractual deadlines initially fixed.

The second meeting was devoted to the East mining line, 422 km long, connecting Annaba to Bled El Hadba. This project is part of the overall phosphate operating and transformation program, a strategic sector called upon to become a pillar of the country’s economic diversification. The route includes several separate sections. The first connects Annaba to Bouchegouf for 54 km and is entrusted to national companies. The second, 121 km long, links Bouchegouf to Dréa-Souk Ahras and is produced by an Algerian-Chinese group. The third section, between Dréa and Oued Kebrit (30 km), as well as other complementary segments, are also taken care of by national companies and companies. The national and foreign companies involved in the two projects expressed their desire to deliver the works within the deadlines, by guaranteeing the continuity of the work and by overcoming any logistical constraints. The ministry said that material and human means will be strengthened, in order to achieve the objectives set and avoid any delay. These meetings brought together, alongside the Minister, the central executives of the department, the director of the anesrif, as well as the presidents-and-general authorities of several large national groups: Cosider, Gitra (road infrastructure and works of art), Geica (studies, control and assistance), Gitrama (maritime public works), the public railway construction group (GCF) and the National Civil Engineering Society (GCB) with their respective subsidiaries. The general directors of contracting Chinese companies, CRCC and CRBC, were also present.
