Accelerating the digitization of all administrative services, such is the priority fixed by the Minister of Labor, Employment and Social Security, Abdelhak Saïhi, in application of the directives of the President of the Republic, Abdelmadjid Tebboune, in order to bring the administration of citizens closer, to strengthen the quality of public service and ensure the sustainability of social security funds.
From the start of the meeting chaired at the headquarters of his department with the executives of the central administration, the minister said that it is imperative to “accelerate the digitization of all administrative services, by granting the absolute priority to this project” in order to “facilitate the access of citizens to their rights, avoid them binding trips to the structures of the sector and go towards a modern digital administration meeting their expectations”. The meeting, placed under the sign of modernization and efficiency, was devoted to the evaluation of the activities carried out and to the implementation of measures intended to strengthen the quality of the public service.
As soon as the work is opened, the Minister listened to a series of presentations on the progress of current missions and programs. These balance sheets have served as the basis for a set of clear directives that he has formulated, highlighting the need for “digital as a vector of trust”.
For Mr. Saïhi, digital transition is not an option, but a sine qua non condition for administrative renewal. “The success of this digital turn conditions the very credibility of public service,” he said. Through interactive platforms, it is a question of simplifying procedures, reducing deadlines and putting an end to the heaviness that feeds the distrust of citizens.
The Minister noted the importance that the citizen must remain at the heart of public action, and that the quality of the services cannot be measured only in terms of procedures accomplished, but especially in terms of confidence and satisfaction.
In firm language, Saïhi warned against administrative heaviness and gave the instructions to “strengthen coordination between the different sectors in order to avoid asking citizens of documents that can be exchanged electronically”.
Another major axis of the meeting focused on social security. The Minister gave guidelines for the “widening of the base of social policyholders”, in particular through the progressive integration of workers in the informal sector in the system. Saying that “this inclusion constitutes a national priority”, he explained that “it will allow thousands of citizens to access social protection worthy of the name”.
In addition, he called for “adopting a policy of rationalizing expenses, guaranteeing the sustainability of social security funds, without infringing citizens’ rights to effective social security coverage”.
In a more operational register, Abdelhak Saïhi highlighted the urgency of “strengthening coordination between the different sectors in order to avoid asking citizens of documents that can be exchanged electronically”. He denounced the bureaucratic behaviors and the slowness that weighs on the daily life of the Algerians, recalling that the mission of the administration is to facilitate the lives of citizens and not to increase it.
He also urged his executives to “mobilize all means to fight against negative practices likely to hinder the proper functioning of the public service”. Explaining the importance of “resorting to modern management methods, abandoning traditional modes, relying on qualified skills and set clear encrypted objectives to improve public service and simplify administrative procedures”.
Closing the meeting, he said that he will ensure “personal and regular follow -up of the implementation of these guidelines”, calling on his managers to “work in a collective spirit in order to concretize the vision of the State, build a system of modern, digital, balanced and fair work, and just, at the height of the aspirations of citizens and attentive to their concerns”.
It should be noted that this meeting comes in a context where the executive multiplies the initiatives of modernization and rationalization of public management. Digitization, considered as a strategic lever, now crosses all of the state sectors, from health education, including local administration. The work and social security sector, at the heart of the protection of citizens, is thus found on the front line of this vast project, the success of which will depend both on the discipline of managers and the capacity to meet social expectations concretely.
