The Minister of Housing, Urban Planning, City and Regional Planning, Mohamed Tarek Belaribi, underlined, the day before yesterday in Algiers, the need to finalize all the administrative and technical procedures linked to land contracts intended for the first tranche of the ” AADL 3 ” program, estimated at 200,000 housing units, before the opening of any site. Meeting held at the headquarters of the National Agency for the Improvement and Development of Housing (AADL), as part of the follow-up of the progress of the various housing programs, in particular the third housing program as part of the rental-sale formula ‘AADL 3’ ‘.
During this meeting, the Minister listened to a presentation concerning the first phase of the program, estimated at 200,000 housing units, highlighting the degree of preparation of administrative and technical files, including land contracts intended for construction and building permits, as well as any obstacles encountered on the ground in certain wilayas.
In this context, Mr. Belaribi gave instructions requiring the completion of all the necessary procedures before the opening of any site, affirming that this anticipatory approach will make it possible to issue final contracts at the end of housing projects in the future. The Minister recalled that all means have been made available to launch all the projects provided for as part of the first branch of the ” AADL 3 ” program, in accordance with the deadlines set.
Creation of an application for monitoring projects of the ” AADL 3 ” program
In this same framework, he ordered the creation of a digital application aimed at collecting and monitoring all the information relating to the realization of the housing projects of the “AADL 3 ” program, in order to ensure real time monitoring of the progress of the work and the quality, as well as access to all the administrative files linked to projects, which will allow the AADL agency to take the necessary measures in time. This application will include information on the precise geographic location of each project of each project, the data concerning the design office responsible for carrying out and monitoring, the company responsible for the work, the building permits for each project, in addition to the digital versions of the contracts.
In addition, the meeting discussed the file of final contracts and descriptive tables for cutting relating to the housing of the ” AADL 2 ” program, where the central director of contracts within the AADL agency, as well as the regional directors of the agency, presented detailed reports on the wilayas under each regional management.
The reports have presented precise figures on the number of land contracts extracted to date, as well as the number of division tables and final contracts made by the various regional directions of the agency. According to the press release, the Oran regional directorate of the AADL agency recorded the highest rate of carrying out contracts with 75.90 %, followed by the Regional Directorate of Constantine with a rate of 67 %. In this regard, the Minister underlined the importance of implementing joint inter -ministerial instruction No. 2 signed on September 9, 2021, relating to the facilitation of the procedures for regularizing land.
Consequently, he insisted on the need to accelerate the issuance of contracts, to finalize ownership and compliance certificates, to complete all administrative procedures, and to create a digital application made available to subscribers to facilitate the request and the submission of housing contracts.
Regarding the study of the appeal files submitted by the subscribers of the “AADL 3 ” program during the period from August 25 to September 17, the press release revealed that more than 300 sales agents were mobilized to process the files, in order to allow each subscriber to obtain their right.
