Emergencies, showcase in the health sector.
The overhaul of emergency services, the equipment of proximity structures, the management of serious illnesses and the improvement of the specific statutes of professionals in the sector are the priority files examined by the Minister of Health, Mohamed Seddik Aït Messaoudene, with the aim of making the system more accessible, more effective and more suitable for the expectations of citizens, right with the orientations of the country’s high authorities. This was indicated by a press release from the Ministry of Health.
Aït Messaouden affirmed the strategic importance of emergency services, qualified as a “real showcase in the sector” as soon as the work of the coordination meeting is opened, which he chaired, on Tuesday, with the executives of the central administration, devoted to the examination of the priority files of the health reform.
During this meeting, a lucid and uncompromising presentation presented by the Director General of Health Services and the Hospital Reform, highlighting the difficulties encountered by these structures, whether it is the overload of patients, the deficit in qualified human resources or the lack of suitable technical means. Faced with this observation, Professor Aït Messaoudene instructed his services to carry out “deep and concrete changes”, allowing citizens to quickly see a tangible improvement in the quality of the reception and the care provided.
The meeting then focused on the strengthening of public local health establishments, called to play a decisive role in the decongestion of large hospitals. The Minister stressed the importance of providing them with basic but essential medical equipment, such as electrocardiographers, radiology devices or even medical analysis laboratories. The purpose of this measure is to guarantee better management of cases which can be processed locally and thus reduce the flow to the reference hospital structures, often saturated.
A second presentation, presented by the Director General of Prevention and Promotion of Health, drew up the inventory of the current epidemiological situation and current prevention programs. As such, the Minister has focused on improving the treatment of strokes (stroke), a pathology which is among the main causes of mortality and disability in Algeria. Supporting the importance of the integration of the most modern therapeutic techniques, in order to guarantee rapid and effective interventions.
In the same way, the Minister announced the creation of reference services in sharp medical specialties in university hospital centers. The objective is to raise the level of the care offer, to develop national expertise and to meet the growing needs of a population in search of high quality specialized care.
SAMU and intersectoral coordination
Another central point of the meeting concerned the urgent medical aid service (SAMU). The Minister ordered the development of a detailed report on its current functioning and its inadequacies, in order to set up a development plan for this vital system. Ensuring the need to set up a permanent and effective partnership with the civil protection services, in order to guarantee better synergy when taking charge of pre-hospital emergencies.
In the same vein, Aït Messaoudene called to strengthen the coordination mechanisms between the health sector and the other administrations concerned, to guarantee a transversal and coherent approach to health management.
Beyond the organizational and technical aspects, the Minister dwell on the situation of health personnel, which he considers as “the fundamental pillar of reform”. He recalled the importance of the file of compensation statutes and regimes, giving directives to accelerate his treatment and finalization. He thus declared that the improvement of the professional and social conditions of doctors, nurses, nursing assistants and other agents is an essential step in successfully modernizing the sector.
The meeting also made it possible to discuss cooperation with the National Health Security Agency and the National Cancer Committee Commission. The Minister pleaded for reinforced consultation with these bodies in order to build an ambitious strategic vision adapted to current health challenges, whether it is the prevention of chronic diseases, the fight against cancer or the management of epidemic risks.
In addition, Professor Aït Messaoudene called on the executives of his ministry to redouble their efforts and strengthen collective work. Affirming: “The success of the health reform is based on rigor, coordination and the desire to serve the citizen. The Minister also stressed the importance of translating, in the field, the orientations set in the development plan of the health system, so that each patient can benefit from dignified care and public services that meet their expectations.
