The Minister of National Education, Mohamed Seghir Saâdaoui, gave, this Wednesday, during a national conference held by videoconference, firm instructions to strengthen administrative rigor and transparency in the management of educational establishments.
This meeting, bringing together central administration executives, education directors and deputy directors, focused on the integration of contract teachers, local governance, monitoring of structuring projects and the protection of students’ rights, all priorities listed in the ministry’s 2025 roadmap.
In his opening speech, Saâdaoui recalled that all decisions taken within the sector must fall within the legal and regulatory framework.
He stressed that the stability of educational establishments can only be ensured through total transparency in management, close monitoring of services and strict application of the texts in force. According to him, these principles are essential to protect the rights of students and educational staff, while preserving the credibility of the sector and the confidence of citizens in its institutions.
The minister then listened to detailed reports from education directors regarding the integration of contract teachers into their positions. He emphasized the need for methodical and coordinated management in order to fill vacant positions without compromising educational continuity. Mr. Saâdaoui insisted that each measure complies with the legal framework and that it primarily serves the interests of students and the proper functioning of establishments.
The minister also mentioned the monitoring of students from the Sahrawi Arab Democratic Republic, hosted in several establishments in Algeria. He underlined the importance of specific and permanent supervision, entrusted to educational teams designated by education departments, in order to ensure complete support, both academic and extracurricular. This measure is in line with the official commitments of the Algerian State towards these students and demonstrates Algeria’s educational solidarity.
Addressing the issue of relations with social partners, Mr. Saâdaoui called for preserving a peaceful and constructive climate with approved unions, in strict compliance with Law 23-02 governing the exercise of the right to organize. He stressed the importance of maintaining a permanent dialogue at the local level in order to provide rapid and concerted solutions to the problems encountered.
The minister also recalled the obligation to respect and immediately apply the provisions of the same text relating to the provision of personnel, stressing that no exemptions will be tolerated.
The minister congratulated the education departments which have made significant progress in the implementation of the structuring projects included in the 2025 program.
However, he demanded an acceleration of the administrative process, in particular the finalization of specifications and the effective launch of work at the wilaya level, so that these projects can be operational from the next school year.
The minister announced that the next national conference will be devoted to monitoring the progress of these projects, while the programs relating to the 2026 financial year will be examined after the adoption of the finance law.
Concerning the administrative aspect. Mr. Saâdaoui instructed the education departments to immediately complete the development and validation of human resources management plans, in order to enable their effective application on the ground.
Reintegration of students, a priority
He insisted on the rigorous monitoring of their execution and the accountability of the executives concerned to guarantee efficient use of the sector’s human resources.
The minister recalled that the reintegration of out-of-school students constitutes a national priority and an essential lever for youth protection. This measure, he explained, aims to offer a second chance of learning to children and adolescents who have dropped out of school, while protecting them from external influences likely to affect their educational or social career. “The interests of the young student must remain at the heart of our decisions,” he insisted.
In conclusion, Dr Saâdaoui insisted on the need to consolidate the education departments with qualified human resources, believing that they constitute the basis for the proper functioning of the education system.
Effective management, he stressed, is based on competence, discipline and administrative rigor, guarantees of institutional stability and continuous improvement of the sector’s performance.
