As paradoxical as it may seem, management through actions in any professional sphere certainly records convincing results. For illustration: Domestic tourism escapes, in duality, this better management and its corollary better performance. Enjoyed and familiarized, it is simply unexplored and left waiting.
This is a field of exploitation which benefits individuals and certain professional corporations such as real estate agencies and business offices which act by renting out real estate concluded for the occasion but which escape the management and control of state structures and bodies.
Who has jurisdiction? Who is responsible?
Tourism is defined, apart from the beautiful captivating geographical space even arising from the blessing of God; it is a pivotal activity of discovery, entertainment, cultural enrichment and purely an economic sphere for the benefit of both sides.
A socio-economic lever! Its increase is linked to the conditions of attractiveness illustrated by the availability of enthusiastic human potential, existence of compliant hotel infrastructures, innovative tourist circuits, sustainability in training and retraining, continuous interurban transport modes and finally environmental safety and hygiene, etc.
In the tourism dynamic, apart from the presence of a dedicated administration, responsible for geostrategic orientations and according to the objectives set out in the title, which organizes and functions wonderfully at present, despite the derisory all-out means granted to date, we note accommodation formulas ranging from a microscopic individual or even family choice, to massive grouped tourism like that practiced by the youth sector for the benefit children from deprived and distant regions such as those in the depths of the South and/or the reception of children from the national community established abroad and that of higher education in favor of students through the corporatism manifested by social works and mutual societies in the professional context.
Of this trilogy, each singular standard offers its advantages and disadvantages. At this level, public authority is omnipresent and the rights of both parties are established. The public authority benefits the Public Treasury from its tax rights.
As a result, we note a type of tourist activity as a bonus, the accommodation niche assimilated to the undeclared domestic or guest house type. Certainly, it fills a void in the face of an exponential number of summer visitors emerging during this distinctive period.
From a legal point of view, although Law No. 03-01 of February 17, 2003 relating to the sustainable development of tourism is explicit, it has not omitted any parameter regarding the exploitation of the tourist field, even such recreational activity within forest areas.
This type of tourist niche of a domestic and periodic nature, described as a pseudo-tour, is widespread throughout the national territory, summer and winter and all year round.
In other words, it is that individuals in possession of blocks of housing or simply apartments largely rent them personally or via real estate or business agencies, in full view of everyone, with exorbitant sums increasing the prices of recognized hotel infrastructures, and this, during the summer period, without anyone intervening to say that this is fraud and fraud or even tax evasion. Who is competent to act? Who is responsible? The answer to these two relevant questions can be found in the legislative and regulatory texts. The latter, which one like the other, do not care about at all, sometimes, out of ignorance, sometimes for lack of all-out means.
To tell the truth, as a layman or experienced person, we think laterally, firstly, of the Tourism Directorate or establishments under supervision having delegated project management, whatever the statutory position; secondly to the passivity of local authorities which remain asphyxiated and sluggish in the face of any palliative initiatives enabling it to ensure the enrichment, functioning and proper use of its off-budget operations account. The latter will be able to alleviate the concerns linked to the financial discomfort of all integrated professional categories if management of this tourist area of a domestic nature is triggered in accordance with the regulations in force.
In terms of statistics, on the fourteen wilayas of the coast, it is assumed that the number of municipalities is around at least 500 units, of which a single municipality has 5,000 places per night, this figure which will be multiplied over the 90 days covering the summer period. Without pretending to calculate the recipes either out of curiosity or jealousy, destiny cannot be deviated whatever the energy positioned as antiforce.
Rather, we leave it to the tax services, with national conscience, to calculate their shortfall considered as negligence instead of professional dynamism and determination.
To begin with, the procedure appears complex, however, apart from the establishments under the supervision of the Tourism sector which are authorized to act, competence and responsibility can be deployed by the municipalities by mobilizing their staff, who would be both integrated in the long term into the tourist-economic circuit but also relieve their financial constraints with bonuses or salaries granted.
In conclusion, it is wise today both to act immediately on apparent and profitable niches and to plan for the future with colossal investment programs. Between one and the other, habits become second nature.
