The Ministry of Higher Education and Scientific Research has just taken a new step in the modernization of the Algerian university system with the official launch of the Digital University Library of the Office of University Publications (OPU). The launching ceremony was chaired this Monday by Minister Kamel Baddari.
This major project is part of the sector’s national digital transformation strategy, aiming to offer students, teachers and researchers expanded, fluid and modern access to scientific and educational resources. The digital platform, developed by the OPU, in partnership with several national institutions, offers more than 110,000 electronic documents, including works published by the Office of University Publications, doctoral theses produced in cooperation with CERIST, publications of the Superior Council of the Arabic Language, work of the National Center for Studies and Research on the National Movement and the Revolution of 1er November 1954, as well as a patent database, developed with INAPI.
Designed to be easy to use and interactive, the digital library offers a modern interface enabling intelligent searching, online reading and downloading to different devices. Access to the content will be provided for a symbolic annual subscription of 300 DA, allowing students to freely consult all the available documents. From November 2025, digital works will also be available for purchase online in foreign currencies, making Algerian university production accessible internationally.
The Ministry of Higher Education stressed that this achievement marks a key step in the digitization of knowledge and the democratization of access to knowledge. It reflects the State’s desire to build a modern, innovative and connected university ecosystem. The University Publications Office aims to rapidly expand the content of the platform to reach 500,000 digital documents by 2027, confirming Algeria’s desire to establish itself in the sphere of digital knowledge.
