The national meeting which brought together directors of public works wilayas and the organizations under supervision was sanctioned by a series of recommendations capable of strengthening the performance of the sector. Speaking at the closing of this national meeting, the Minister of Public Works and Basic Infrastructure, Abdelkader Djellaoui, underlined the importance of improving governance in the sector, strengthening operational efficiency and accelerating digital transformation, insisting on the need to continue to develop human resources and anchor transparency, and to listen to citizens.
This was indicated by the ministry in a press release on Monday, noting that the success of achieving these priorities depends on presence on the ground, rigor in management and listening to the concerns and expectations of citizens.
The recommendations are focused on “accelerating the completion of highway projects showing delays, particularly on the eastern and western sections, while ensuring the preservation and monitoring on the ground of the acquired equipment”. The Public Works directorates were also invited to present periodic reports on the progress of these projects and to launch urgent maintenance work on the express road axes, in coordination with specialized companies, in parallel with the creation of a listening and orientation cell at the level of the Algerian Highways (ADA) and the Public Works directorates, responsible for ensuring communication via social networks in order to address the concerns of the citizens and follow their grievances on the ground.
Concerning digital transformation and the development of management systems, it was recommended to generalize the use of road management and maintenance support systems and digital applications developed by the Technical Center for Public Works (CTTP), by involving all the structures concerned in order to ensure a global and lasting digital transformation. It was also decided to integrate data relating to public procurement into the ministry’s database, with a view to strengthening transparency and electronic governance.
The recommendations underlined, on the other hand, the need to develop skills and ensure continuing training, by strengthening training programs intended for executives in the sector, by seeking alternative sources of financing and by promoting skills having benefited from specialized training, in order to benefit from their expertise, while leading management to express their training needs, to guarantee sustainable professional supervision, it was specified.
The importance of monitoring structuring projects in the South was also highlighted, as well as the need to deal with the delays, through rigorous monitoring of structuring projects, in particular the “Baladna” project, and to take the necessary measures to ensure compliance with deadlines and the quality of the construction work.
