“The implementing texts of the organic law on information will be published before the end of the year”

The Minister of Communication, Mr. Zoheir Bouamama, declared Monday in Algiers that the Decrees implementing the organic law on information will be published before the end of the current year.
During the opening of a training workshop for journalists, organized by the National Personal Data Protection Authority in coordination with the Ministry of Communication, the minister specified that “the preparation of the implementing texts of the organic law on information, promulgated in 2023, is completed, and their publication is planned before the end of the year”.
In the same context,
Mr. Bouamama indicated that “the draft Executive Decree creating the Council of Professional Conduct and Ethics has also been finalized.”
In this regard, he underlined the reference elements for “the elevation of the media system”, which reside in “professionalism, responsibility, patriotism, respect for ethics, and the free exercise of the profession within the framework of respect for the laws”.
Regarding the workshop focused on “the protection of individuals in the field of personal data, in accordance with Law 18-07”, the minister explained that the establishment of this training program for the media family is explained by its quality “as an essential partner in raising society’s awareness of the importance of the protection of personal data”. He added that this workshop aims to “strengthen the culture of respect for privacy in journalistic practice, as well as to anchor the principles of responsibility and transparency in the transmission of information, which contributes to improving the performance of national media”, and also to “enable professionals to acquire basic legal and technical knowledge”. He also considered that the protection of personal data constitutes “one of the major national issues”, because of its “close link with human rights and the inviolability of private life, in a global context marked by rapid technological development and an increase in the volume of data exchanged digitally”.
On this subject, he recalled the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, who attaches particular importance to this issue, which is reflected in “the development of the relevant legislative and regulatory framework,” he added.
Mr. Bouamama specified that “the protection of personal data can only be ensured by the complementarity of roles between public authorities, the media and civil society, within a framework of shared responsibility and mutual respect between freedom of expression and the right to private life”.
