The budget of the Ministry of National Education will see a significant increase in 2026, reflecting the government’s desire to invest more in a more efficient, inclusive and forward-looking public school. This was stated by the Minister of National Education, Mohamed Seghir Saâdaoui.
“This progression reflects the government’s desire to invest more in the development of Algerian schools, both in terms of infrastructure and educational quality,” Mr. Saâdaoui underlined last Wednesday, during his presentation of the main financial orientations of his department within the framework of the 2026 finance bill (PLF), before the finance and budget committee of the National People’s Assembly (APN).
Saâdaoui indicated that the sector’s budget will reach 1,792 billion dinars in commitment authorizations and 1,851 billion dinars in payment credits, or 10.5% of the overall state budget and 4.4% of the gross domestic product (GDP). This is an increase of 147 billion dinars in commitment authorizations and 135 billion dinars in payment credits compared to 2025.
Each year, nearly 500,000 new students enter the education system, which imposes new needs in terms of infrastructure and supervision. To respond to this, the 2026 draft budget provides for the construction of 260 primary schools, 177 CEMs, 140 high schools, as well as 300 school canteens and 1,040 new classes across the national territory. The minister insisted on “the need to strengthen the quality of education, develop continuing training for teachers and generalize the digitalization of the education system”, while ensuring that schooling conditions in remote areas are improved.
The overall envelope of the sector is spread over four major programs: education and training, school life, social transfers and general administration. Personnel costs, which represent more than 85% of the overall budget, affect more than a million employees across the country. The social aspect remains, for its part, at the heart of the priorities with an allocation of nearly 8 billion dinars intended for free school textbooks and health coverage for students, from which more than 3 million children benefit each year.
In addition, Mr. Saâdaoui stressed that “education occupies a preponderant place in the state budget”, illustrating the particular attention given to the education of youth. He affirmed that improving the education system constitutes one of the essential levers of economic diversification, at the heart of the new Algeria project.
Through this budget increase, the Ministry of National Education aims to meet the expectations of teachers, students and parents, in a context where educational reforms are becoming a central issue in the country’s development, as the chairman of the commission, Mohamed Ben Hachem, recalled when opening the session. He underlined the strategic role of the education sector in building a knowledge society and consolidating social justice.
He also highlighted the major orientations of the draft budget, which are based on four pillars, namely improving the quality of education, strengthening continuing training for teachers, promoting digitalization and improving schooling conditions in rural and isolated areas.
The president of the commission also raised several questions relating to the evaluation of previous programs, the effectiveness of monitoring mechanisms, as well as the level of intersectoral coordination in the field of school social support. He finally reaffirmed the commission’s commitment to working with rigor and responsibility to strengthen equitable and quality public schools.
