Algerian industry targets 13% of GDP by 2027

Heading towards the modernization of the national industrial fabric

The Minister of Industry, Yahia Bachir, affirmed the day before yesterday Saturday that his department was continuing the implementation of a global program for the development and modernization of the national industrial fabric, with the objective of increasing the sector’s share to 13% of the Gross Domestic Product (GDP) by 2027, in accordance with the guidelines of the President of the Republic, Abdelmadjid Tebboune. The minister spoke before the finance and budget committee of the People’s Assembly national (APN), chaired by Mohamed Benhachem, as part of the examination of the Finance Bill (PLF) 2026, in the presence of the Minister of Relations with Parliament, Nadjiba Djilali.
Yahia Bachir stressed that industrial development is based on three major axes: modernizing the productive base, strengthening innovation and improving competitiveness. The ministry, he said, is working to create a sustainable industrial environment based on quality, research and partnership between economic players. With this in mind, work is underway to develop standardized technical data sheets for products and industrial operations, in coordination with the sectors concerned.
This approach is part of a new approach to industrial governance, based on standardization, accreditation and conformity assessment according to international standards.
The minister also focused on modernizing the legislative and regulatory framework governing innovation and industrial property, as well as promoting a national system of technological transformation.
The ministry aims to identify activities with high innovation potential, to support technological start-ups and to strengthen cooperation with
Universities and centers of
research. Yahia Bachir insisted on the need to promote national skills and develop local know-how, particularly in the sectors of the circular, green and digital economy.
He stressed that specific programs aim to protect and strengthen productive capacities, promoting the creation of integrated industrial networks between companies and professional groups.
Concerning the development of subcontracting, the minister recalled that this constitutes a strategic priority. A national roadmap is being prepared to strengthen industrial integration and improve the exchange of information between players in the sector.
Regarding industrial land, Yahia Bachir indicated that efforts were continuing to increase the availability of land and improve the management of industrial and activity zones. The work in progress concerns in particular the development, connection to networks and the creation of updated national databases.
The minister also mentioned the modernization of Small and medium-sized enterprises (SMEs), considered essential to strengthen the competitiveness of the economic fabric. These SMEs will benefit from programs to support technological transformation, particularly in the areas of the green and digital economy.
Regarding the sector’s budget for 2026, Yahia Bachir specified that nearly 88% of the allocations will be intended for investment, in particular for the completion of current projects. Among them is the creation of the “House of Quality”, financed in part by the Algerian National Institute of Industrial Property (Inapi).
