Un frein à l’investissement – Le Jeune Indépendant


Many projects registered in the wilaya of Tizi-Ouzou have difficulty finding land to accommodate them, hence the difficulty in launching them when they are not completely canceled. This is precisely the case with housing. Due to the lack of land, many programs are put on hold.

Some municipalities, due to the unavailability of land, have been forced to cede their housing program for the benefit of other municipalities with some capacity to accommodate it, which constitutes an imbalance in this area.

However, the question of housing is not the only sector to suffer from this land defect. The public equipment and investment sector is also affected by citizen opposition. This is what actually emerges from the presentation by Madjid Banoun, first local manager of industry and investment in the wilaya of Tizi Ouzou, during the last session of the Popular Assembly of the wilaya, where industrial land was included on the agenda for debate.

The observation made by the industry services during the outings carried out, in particular at the level of industrial zones and activity zones as well as during the various meetings with investors or even during the formal notices issued to these investors, is without appeal. From this terrible observation, what emerges is a multitude of obstacles and blockages preventing them from starting the start of construction work, or even the completion of the projects.

Concerning these blockages, Madjid Banoun evokes “the opposition of citizens or residents to the installation of investors in activity or industrial zones, either by refusal of the selected projects or by occupation of certain lots in the activity zone, as is the case of the Fréha activity zone, where certain residents claim ownership of land in the area, like the industrial zone of Oued Aïssi.

Some investors cannot start their projects despite having a building permit on the grounds that they cannot evacuate the earthworks outside the area because the excavated material is of a recoverable mineral nature (noble tuff, marble, etc.).

This is the case of the Larbaâ Nath-Irathen activity zone. Most of the investors affected in the activity zones managed by the Divindus-ZI company suffer from the absence of concession and transfer acts following the problem of non-transfer of Divindus assets to the private domains of the State and, consequently, investors cannot obtain the building permit and begin the implementation of their projects.

Furthermore, many investors, due to lack of possession of a concession or transfer deed, have not been able to begin their administrative procedures to obtain their building permit, their approval and even the necessary financing credits. It is also no less true that 95 projects already completely completed are still awaiting their operating authorizations.

In addition to these oppositions which constitute a real obstacle to the development of the wilaya, the speaker mentions the insufficient funds for the development of the 18 activity zones.

“The majority of activity zones are devoid of any viability, when the land is not completely bare in hilly areas; which prevents investors from carrying out their projects within the allotted time frame,” he further noted, before emphasizing the need to release funds for “rapid management of the viability of these areas, which is more than necessary to relaunch economic development at the level of our wilaya”.

It should be remembered that the wilaya of Tizi Ouzou has three industrial zones. These are those of Oued Aïssi, Draâ El-Mizan/Tizi Ghennif and Souamâa as well as 18 activity zones, totaling a total area of ​​876 hectares divided into 1,624 lots.
