A definitive organization.
The President of the Republic wants a “definitive organization” of the agricultural sector. The instruction was given during the Council of Ministers, calling for the preparation of a new agricultural orientation bill according to a prospective vision involving specialists. An orientation which sounds like a change of direction for the agricultural sector, according to a new approach based mainly on modernity and innovation with a view to bringing the sector in tune with the new agricultural strategy.
The agricultural sector is called upon to “transform”. This is what emerges from the orientation given by the President of the Republic, Abdelmadjid Tebboune, who ordered, during the Council of Ministers which he chaired the day before yesterday, to “prepare a new agricultural orientation bill for a definitive organization of the sector according to a prospective vision bringing together specialists”. For the agricultural expert, Boukhalfa Laala, the President, through the call for the preparation of a new bill, “alludes to the National Conference on the modernization of agriculture”, which, it should be noted, resulted in the adoption of a set of recommendations focused mainly on the need to digitize production techniques, adopt modern irrigation methods and encourage local seed production through the creation of specialized national centers.
Laala, who noted the great interest in the agricultural sector due to the fact that it is often on the agenda of meetings of the Councils of Ministers, underlined the need to implement new measures capable of bringing the sector in tune with the new agricultural strategy, adopted by the public authorities, which places particular interest in the development of strategic crops, and thus the guarantee of the country’s food security.
“It is now necessary to put in place new measures to change course, making it possible to move from traditional agriculture to modern agriculture,” he said, emphasizing the need to take charge of the various problems exposed by professionals in the sector. In this sense, he mentioned bureaucratic practices which, according to him, “dominate the sector” as well as the lack of coordination between the different structures.
According to the agricultural expert, who stressed the need to introduce new technologies in the management of the sector, the new legal framework announced aims to “review the organization chart and the functioning of the Ministry of Agriculture, from the top to the base, as well as the functioning of the structures of the agricultural sector”.
In addition to wanting to definitively organize the sector according to a new approach, the President of the Republic called for the association of specialists. An approach which is already taking shape with, let us remember, the installation of a Scientific Council for Food Security, on the sidelines of the National Conference on the Modernization of Agriculture, which is made up of 34 members representing different sectors.
New equipment to increase yields
A new measure is also taken by the President of the Republic in favor of the agricultural sector, relating to the importation of new equipment. The Head of State has in fact instructed the Minister of Agriculture, Rural Development and Fisheries to coordinate with the Minister of Foreign Trade and Export Promotion to immediately proceed with the importation of harvesters and sowing equipment, with the possibility of importing machines less than five years old intended for harvesting corn and oilseeds, including sunflower.
This measure is timely, according to Mr. Laala, with the ambition to increase productivity and improve yields. It will also significantly reduce production costs. “The importation of new modern agricultural equipment is very important,” he said, pointing out the fact that currently, “we are using traditional agricultural equipment.” “To increase yields, it is essential to provide farmers with equipment that meets the conditions of modern agriculture,” he added. The importation of new harvesters is of particular importance, to the extent that this equipment will make it possible to eliminate losses, previously estimated, according to Mr. Laala, at 12%.
