The Minister of Justice, Lotfi Boudjemaa, announced this Monday the new features of the highway code, reinforcing the rigor and responsibility of drivers and institutions. In accordance with the roadmap drawn up by President Tebboune, this new legal framework aims to reduce accidents and secure traffic throughout the national territory.

The minister clarified, on national radio, that the bill on road traffic takes into account all the causes of road accidents and is part of a new legal architecture. Lotfi Boudjemaa stressed that the new highway code will be characterized by more rigor and firmness and, for the first time, certain entities will be held responsible in the event of accidents. This reform aims to strengthen road safety and increase the responsibility of drivers and the institutions concerned.

The minister declared that this system is put in place to reduce the number of accidents and improve the safety of citizens throughout the national territory. Among the new features introduced, certain key measures have been detailed. The accountability of actors and entities is now stricter, certain institutions and service providers, particularly in the training and monitoring of drivers, can be held legally responsible in the event of accidents.

President Tebboune had already, during the last Council of Ministers, given instructions to strengthen the effectiveness of the planned measures, in particular by facilitating the work of the justice and security services and by recruiting sworn agents responsible for controlling vehicles and investigating accidents.

Technical control is also reinforced. Vehicles and trailers weighing more than 500 kg must pass an inspection before being put into circulation. In addition, any significant transformation of a vehicle must be validated by the competent services to guarantee its conformity.

The new code also reforms the regulation of two-wheelers. Category A license holders can now drive motorcycles up to 125 cc, compared to 80 cc previously. The ABS requirement is relaxed for 50-80 cc, which could reduce the cost of small urban scooters. Furthermore, the brand and engine capacity of the motorcycles must be visible and apparent.

In addition, the code takes into account professional categories, age limits for licenses and conditions of access to driver training. According to the minister, these measures, integrated into executive decree no. 25-169 of June 22, 2025, aim to create an effective regulatory chain, involving driving schools, drivers, vehicles and control devices, to secure traffic and hold all stakeholders accountable.
