The Minister of the Interior, Local Authorities and Transport, Saïd Sayoud, called for making listening to citizens and improving their reception conditions an absolute priority in local management, noting the importance of attentive and efficient local administration. Presiding over the installation ceremony of Mohamed Benmalek as the new wali of Laghouat, replacing Foudil Douifi, transferred to head the wilaya of Adrar, the minister affirmed that “the trust placed by the President of the Republic in state executives constitutes above all a responsibility”, stressing that this requires “total commitment, dedication and unfailing loyalty to the service of the citizen and local development”.
Continuing his speech, Mr. Sayoud gave firm directives to all local authorities throughout the national territory to strengthen citizen confidence in public institutions, through the consolidation of a culture of listening, transparency and participation.
He insisted that “the administration must be at the service of the citizen, not the other way around. Welcoming, listening and quickly addressing concerns constitute the true barometer of the effectiveness of public action.”
The minister also emphasized the important role of the Communal People’s Assemblies (APC) in the implementation of local development, calling on elected officials to work hand in hand with the decentralized state services to achieve the goals. commitments of the President of the Republic on the ground.
Laghouat, an energy and agricultural hub with high potential
Referring to the economic assets of the wilaya, Mr. Sayoud recalled that Laghouat represents “a leading energy hub”, while highlighting the government’s strategy aimed at diversifying its economy.
This dynamic, he explained, is based on “encouraging investment in sectors with high added value, such as agriculture, small industry and renewable energies”, likely to generate wealth and employment for the benefit of young people.
The minister also highlighted the efforts undertaken by the State to improve the business climate and simplify administrative procedures, stressing that “the new vision of investment is based on transparency, sustainability and the creation of productive jobs at the local level”.
Sayoud also spoke of the remarkable tourist potential of the region, combining ancient ksour, green oases and vast sand dunes. He estimated that Laghouat could become “a flagship destination for domestic, religious and Saharan tourism”, provided that the exploitation of its natural and heritage resources is optimized. The minister thus maintained that “local development also involves the development of our cultural and natural wealth. Tourism, if well structured, can be a powerful lever for inclusive growth.” He also stressed that the true essence of development lies in “the consecration of social justice and the improvement of the quality of life of citizens”, specifying that “material projects, as important as they are, only have meaning if they result in collective well-being”. With this in mind, he called for the adoption of a participatory approach in the management of local affairs, integrating civil society, elected officials and citizens in decision-making and territorial development planning.
At the end of the ceremony, Mr. Sayoud reiterated his call for local governance based on consultation, proximity and transparency, reaffirming that “the citizen must remain at the center of all public action, because he is both the reason and the beneficiary”.
