African tax cooperation

The Director General of Taxes, Djamel Hanniche, reaffirmed, the day before yesterday Tuesday in Algiers, Algeria’s deep commitment to contributing to the construction of a modern, efficient and integrated African tax administration, in particular through hosting the annual meetings of the African Tax Administration Forum (ATAF). This event, which is being held at the ”Abdelatif Rahal” International Conference Center (CIC) until November 7, brings together representatives of African tax administrations, international experts and specialized institutions, around the theme:
”Adoption of effective and targeted approaches for fair tax systems”.
In his opening speech, Djamel Hanniche stressed that the holding of these meetings in Algeria illustrates the country’s commitment, under the leadership of the President of the Republic, Abdelmadjid Tebboune, to actively contribute to the construction of a modern African tax administration in the service of the sustainable development of the continent.
He indicated that the organization of this meeting reflects Algeria’s firm conviction in the importance of African and international tax cooperation as an essential lever for achieving sustainable development objectives and ensuring the financing of national economies through own resources.
On this occasion, the Director General of Taxes praised the pioneering role of the African Tax Administration Forum in promoting dialogue, the exchange of experiences and the pooling of knowledge between African countries. According to him, this dynamic contributes to strengthening the continent’s economic governance and consolidating its financial autonomy in the face of global economic challenges. Algeria attaches, he added, particular importance to the mobilization of tax revenues, through a global strategy adopted by the General Directorate of Taxes.
This strategy aims in particular to broaden the tax base, boost collection, simplify administrative procedures and improve the quality of services offered to taxpayers. It is also based on a proactive policy to combat tax non-compliance and on strengthening the human, technical and logistical capacities of the administration, while ensuring compliance with the principles of tax justice and fairness. Mr. Hanniche also insisted on digital transformation as an essential vector for modernizing the tax administration.
He highlighted the ”Jibaya’tik” information system, developed by the General Directorate of Taxes, which makes it possible to improve the quality of public service, facilitate the relationship between the administration and taxpayers, strengthen the transparency of operations and increase the efficiency of collection.
This approach is, according to him, part of Algeria’s desire to support global technological change in the tax field and to adapt to new economic governance requirements. The Director General of Taxes also recalled the central role of ATAF, considered a continental reference in the development and performance of African tax systems.
Through its activities, the Forum promotes the exchange of good practices and the harmonization of tax policies, thus contributing to providing Africa with the necessary tools to control its economic and financial future.
The opening ceremony of the Forum was chaired by the Minister of Finance, Abdelkrim Bouzred, in the presence of several members of the Government, financial sector executives, representatives of employers’ organizations, as well as delegations from African tax administrations members of the Forum and international experts. This participation reflects the importance given by African states to cooperation on taxation and the search for common solutions to global economic challenges.
This event aims to develop a common roadmap to address current tax challenges, strengthen tax compliance, exploit the opportunities offered by the evolving international tax landscape and make Africa’s voice heard within global institutions. In a context marked by increasing pressures on public finances, the establishment of solid and modern tax systems constitutes an essential pillar for financing sustainable development and reducing dependence on external resources.
The work of ATAF 2025 will address several strategic themes, including the digital transformation of tax administrations, the fight against illicit financial flows, the erosion of the tax base, the reform of the international tax system, the challenges linked to the digital economy, as well as the broadening of the tax base and strengthening the role of taxation in financing the Sustainable Development Goals.
