The maintenance of the social character of the State as well as the reinforced support for investment and the continuation of the reforms undertaken, provisions enshrined within the framework of the draft finance law (PLF) 2026, were unanimously welcomed by the elected representatives of the National People’s Assembly (APN) who are continuing the debates on the text of the law. The demands of local populations were also presented by the speakers.
The debates on the PLF 2026 continued yesterday for the second day in the Lower House of Parliament. Maintaining the social character of the State as well as support for investment through the various provisions have attracted the support of a large number of elected officials of the APN, from different political colors.
The dedication of a record budget in this bill of around 17,636 billion dinars also demonstrates, it was noted, the desire to continue development efforts and support increasing economic growth.
Speaking yesterday morning, in the presence of members of the government, Farida Ghemra of the Society for Peace Movement (MSP) praised the preservation of the social character of the State, in addition to not resorting to external debt and unconventional financing. She also highlighted the progress made by several sectors, such as agriculture, calling for this momentum to be maintained. Zakaria Belkhir from the same political party, for his part, reported a record budget for the year 2026, calling for the implementation of control mechanisms to monitor the registered projects.
The deputy of the National Democratic Rally (RND), Mimouni Boumediène, also underlined the interest given by the public authorities to the preservation of the social character of the State, in particular through the support of purchasing power, signaling the concretization on the ground of the policy of the President of the Republic. This, he explained, is marked by the realization of several structuring projects, citing seawater desalination stations.
He also expressed his wish to “review the legal age of beneficiaries of unemployment benefit”. An opinion shared with MP Ali Mouilhi of the Justice and Development Front (FJD), who called for “raising this age to 40, or even 50 years” in order, he justified, to benefit a certain category.
Preserve financial balance and rationalize expenses
Rabah Dayem Ellah of the El Binaa Movement also welcomed the measures taken within the framework of the PLF 2026 aimed at supporting purchasing power, but also supporting investment. For Fateh Briket of the El-Moustakbal Front, for whom the PLF is not only a “encrypted document” but a project which “reflects the policy of the State”, it is necessary to continue development efforts, affirming that this text of law reflects the desire to preserve financial balances. At the RND, we were also interested in the need to continue the achievements, evoking the particular context in which the PLF was established.
The independent elected official, Aïcha Cheouachi, who did not fail to highlight the efforts of the State to preserve the social character of the State, submitted certain recommendations, relating, among other things, to the need to rationalize public expenditure, to direct it towards productive investment and to activate the mechanisms for monitoring the implementation of projects.
The urgency of continuing digitalization efforts as well as its generalization, the broadening of the tax base as well as the diversification of the economy were also mentioned by the speakers. Another common point of the interventions of the elected representatives of the APN, that of the exposition of the demands of the local populations and the development projects at the level of the different wilayas that they represent.
