Des résultats significatifs, selon Arkab   – Le Jeune Indépendant


The Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, stressed that the hydrocarbon sector had achieved significant results in recent years, emphasizing the need to rely on new technologies and the strengthening of effective partnerships with national and foreign companies.

In his speech during a meeting yesterday with those responsible for the energy and renewable energy sectors, under the slogan “For a public service of excellence”, Arkab specified that “the hydrocarbon sector has recorded, in recent years, significant results in terms of exploration, production and transformation”. This was made possible, he said, thanks to the far-sighted policy of the President of the Republic, Abdelmadjid Tebboune, who made energy security and sovereignty over national resources one of his strategic priorities.

In this context, he emphasized the need to encourage investment, localize technologies and develop the national petroleum materials and equipment industry, strengthening effective partnerships with national and foreign companies, emphasizing the central role that digitalization plays in the modernization of the sector and the improvement of governance, as an essential tool for transparency, precision and speed in the processing of operations.

Concerning the restructuring of the Energy and Mines sector, following the last government reshuffle, Arkab reported the finalization of the development of new regulatory texts relating to the two ministries (Hydrocarbons and Mines on the one hand, Energy and Renewable Energies on the other hand), which “will be published soon, in order to guarantee the clarity of missions and the precision of complementarity between central and local bodies and public companies under guardianship”.

The new organization of the Ministry of Hydrocarbons and Mines is based on the principle of specialization and competence, he indicated, noting that the management of the Hydrocarbons sector, with its technical, financial, commercial and geopolitical complexities, requires great expertise and the ability to adapt to global transformations in the oil and gas markets, as well as the valorization of resources locally, through refining, petrochemicals, mining processing, and logistics services.

Addressing the mining sector, he specified that the new vision is based on a rational and sustainable exploitation of wealth, through extensive geological prospecting, the broadening of the investment base and the development of national value chains, recalling that the new law governing mining activities enshrines the principles of transparency, efficiency and simplification of procedures, and opens the way to balanced partnerships guaranteeing the transfer of technologies, training and valorization of resources. The mining sector is experiencing a period of “qualitative recovery”, involving specialized governance capable of restructuring activities, attracting investments, supervising the sustainable exploitation of resources and strengthening Algeria’s integration into global value chains of strategic raw materials, he said.

The issue of seawater desalination, which has become one of the priority issues in the missions of his ministerial department, due to its strategic role in achieving water security and supporting industrial and agricultural development, was also mentioned by Arkab, who affirmed the desire to ensure local manufacturing of desalination equipment and to develop national capacities in this area, in partnership with specialized national and international companies.
