Implementation of the new special status.
The education directorates of the different wilayas are preparing to launch, this month, the largest promotional operation ever planned within the sector. This approach, carried out for the 2025 financial year, targets all administration and teaching staff, and is mainly based on promotion on the basis of diploma, in accordance with the new regulatory provisions.
This operation is part of the implementation of the new special status of national education civil servants, defined by Executive Decree No. 25-54 of January 21, 2025, as well as in the annual human resources management plan aimed at harmonizing professional career paths and promoting staff qualifications.
In an instruction dated November 6, personnel services asked school heads and inspectors to inform the teachers and administrators concerned of the obligation to submit their files before November 15, in order to allow the examination of promotions for the year 2025 and to ensure rapid application of the new provisions. The managements recalled, in this respect, the obligation to comply with the interministerial decree of September 28, 2025 establishing the list of qualifications required for recruitment and promotion in the different corps and grades.
For the teaching staff, access to the secondary teaching grade, section II, is now open to teachers holding a doctorate or a recognized equivalent diploma in the disciplines provided for by the regulations. The specialties concerned encompass a wide range of fields, ranging from mathematics to physical and natural sciences, including computer science, economics, languages and literatures, as well as all technological and artistic sectors.
In middle education, promotion to the grade of middle school teacher, section I, is accessible to teachers who have obtained, after their recruitment, a master’s degree. Access to section II, on the other hand, is reserved for candidates holding a doctorate or equivalent diploma in the same disciplines. Eligible specialties include Arabic, foreign languages, Islamic sciences, social sciences, science and technology, and arts and physical education.
As for primary education, teachers holding a master’s degree will be able to access the grade of primary school teacher, section I. As for the grade in section II, it remains reserved for teachers who have obtained a doctorate or an equivalent diploma, in linguistic specialties or in physical education, which covers all areas linked to the sciences and techniques of physical and sporting activities.
With regard to administrative staff, the education departments are announcing the opening of promotion to the rank of principal education supervisor, intended for agents holding a degree in educational sciences, psychology or sociology. This measure aims to promote university qualifications and strengthen supervisory skills within educational establishments.
Promotion to the rank of general education supervisor is now reserved for holders of a master’s degree in the relevant specialties. Guidance counselors will also be able to progress to the rank of counselor analyst if they have a master’s degree or equivalent diploma. Furthermore, candidates for the rank of administrative manager will be required to complete prior training, in accordance with the executive decree of December 12, 2023, in order to ensure mastery of the skills necessary for their new functions.
