Algerian-Vietnamese partnership extended to several areas

Visit of Prime Minister Pham Minh Chinh to Algeria

As part of the strengthening of relations of friendship and cooperation between Algeria and Vietnam, and the promotion of bilateral partnership in the various areas of common interest, and at the invitation of Prime Minister, Sifi Ghrieb, the Prime Minister of the Socialist Republic of Vietnam, Pham Minh Chinh, accompanied by his wife and a high-level delegation, arrived this Tuesday at the Houari-Boumediene international airport in Algiers, for an official visit to Algeria from 18 to November 20. Yesterday, President Abdelmadjid Tebboune received, at the headquarters of the Presidency of the Republic, the Vietnamese Prime Minister, Pham Minh Chinh, and the delegation accompanying him. On this occasion, the Algerian and Vietnamese delegations held extensive talks.
Also yesterday, Sifi Ghrieb met at the Government Palace with Pham Minh Chinh. This meeting was an opportunity to recall “the depth of the bonds of friendship and solidarity existing between the two brother countries and peoples, as well as the history of common struggle”.
During their talks, the two parties also reaffirmed “the political will that drives the leaders of the two countries to strengthen bilateral cooperation in all areas, in order to elevate it to the rank of a strategic partnership.” This meeting, held at the Abdelatif-Rahal International Conference Center (CIC), took place in the presence of the Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs, Ahmed Attaf, the Minister of Foreign Trade and Export Promotion, Kamel Rezig, and the Minister of Housing, Urban Planning, Towns and Regional Planning, Mohamed Tarek Belaribi. Prime Minister Sifi Ghrieb and his Vietnamese counterpart chaired an expanded meeting between delegations from the two countries. Sifi Ghrieb affirmed that this visit will undoubtedly constitute an important step in the development and strengthening of cooperation between the two friendly countries and peoples, united by a common fight.
The two Prime Ministers oversaw the signing of several draft agreements and memorandums of understanding. These agreements aim to strengthen bilateral cooperation between Algeria and Vietnam in several strategic sectors. The minutes of the 13th session of the Algerian-Vietnamese Joint Committee for Economic, Scientific and Technical Cooperation, which was held on November 16 and 17, 2025, were signed. This session was culminated by an agreement on practical measures aimed at strengthening bilateral cooperation in several sectors, including industry, energy, construction, agriculture, tourism, higher education and scientific research, technology, trade and investment. Other agreements were also signed, relating to a memorandum of understanding in the field of housing, town planning and city development between the two ministries concerned, as well as a cooperation agreement in the field of education and teaching between the two Governments, and a memorandum of understanding between the Houari-Boumediene University of Science and Technology (USTHB) and the Vietnamese Institute of Post and Telecommunications Technology (PTIT), as well as a memorandum of understanding between the Algerian Chamber of Commerce and Industry and its Vietnamese counterpart.
Furthermore, an amendment to the general protocol for the settlement of the debt was signed. A memorandum of understanding was also signed between the Algerian Chamber of Commerce and Industry and the Vietnamese Chamber of Commerce and Industry. Sifi Ghrieb and her Vietnamese counterpart welcomed the efforts made to strengthen bilateral relations and stressed the importance of expanding the partnership in various areas. The Prime Minister of the Socialist Republic of Vietnam, Pham Minh Chinh, prayed yesterday, Wednesday, at the Martyr’s Shrine in Algiers, in memory of the Martyrs of the glorious National Liberation War. The Vietnamese Prime Minister laid a wreath of flowers in front of the commemorative stele and observed a minute of silence in memory of the Chouhada of the glorious Revolution of November 1, 1954.
On this occasion, he visited the Moudjahid Museum and contemplated the bay of Algiers from the Martyr’s sanctuary, which offers a panoramic view of the capital.
