Ukraine says it has received a “draft plan” from the United States to end the war with Russia. This plan was carried out on the sly by the Americans, without involving the Europeans. Among the 28 measures it contains, it is notably planned that Kyiv cedes to Moscow the regions of Donetsk and Luhansk in the east of the country, but also that Russia rejoins the G8.
According to the Reuters agency, Kyiv is under intense pressure to comply with the measures imposed by the text concocted by the Americans. The United States is giving him until Thursday to accept the agreement, before reducing arms deliveries and intelligence sharing.
This Friday, Volodymyr Zelensky, Emmanuel Macron, Friedrich Merz and Keir Starmer discussed this plan, which provides for strong concessions to be made to Russia, and affirmed their desire to “preserve vital European and Ukrainian interests in the long term”.

President Donald Trump gave Zelensky until next Thursday to agree to the plan. Russian President Vladimir Putin said the plan, which has not been discussed with Moscow, could build a basis for resolving the conflict.
The document – which the United States claims it can further develop – takes up the main maximalist demands formulated by Russia since spring 2022.
If these were accepted by kyiv, they would amount to a pure and simple capitulation of a sovereign country.
Beyond the points concerning Ukraine’s refusal to join NATO, the reduction in the size of its army – limited to 600,000 soldiers – and the de facto recognition, at the international level, of illegally occupied territories as being Russian, the plan provides for several measures linked to the integration of Russia into the world economy – notably its return to the G7 table, which would then become the G8 again – as well as an amnesty for Vladimir Putin, targeted since 2023 by an international arrest warrant for war crimes.
Under the plan, Ukraine would receive security guarantees — without NATO troops on its soil but without much more detail — and the United States would be compensated in return.
Europe, which did not participate in the development of this plan – even though it limits the marginal role that the Union should play in this peace by welcoming Ukraine into its market – would find itself assuming a large part of the cost: frozen Russian assets, mainly held in European countries, would be used mainly by the United States (100 billion dollars used to finance their reconstruction and investment efforts in Ukraine, with Washington recovering 50% of these profits).
The rest of the funds would be placed in a Russian-American investment vehicle, while Europe would “add” an additional $100 billion.
The implementation of this plan should be ensured by a Peace Council, under the supervision of Donald Trump.
1 — The sovereignty of Ukraine will be confirmed.
2 — A complete and comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All the ambiguities of the last 30 years will be considered resolved.
3 — It is expected that Russia will not invade neighboring countries and that NATO will not expand further.
4 — A dialogue will be organized between Russia and NATO, with the mediation of the United States, in order to resolve all security issues and create conditions conducive to de-escalation, with the aim of guaranteeing global security and increasing possibilities for cooperation and future economic development.
5 — Ukraine will benefit from reliable security guarantees.
6 — The size of the Ukrainian armed forces will be limited to 600,000 personnel.
7 — Ukraine agrees to include in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision stipulating that Ukraine will not be admitted in the future.
8 — NATO agrees not to station troops in Ukraine.
9 — European combat planes will be stationed in Poland.
10 — American warranty:
The United States will receive compensation for this guarantee.
If Ukraine invades Russia, it will lose this guarantee.
If Russia invades Ukraine, in addition to a decisive coordinated military response, all international sanctions will be reinstated, recognition of the new territory and all other benefits of this agreement will be revoked.
If Ukraine launches a missile at Moscow or St. Petersburg without good reason, the security guarantee will be considered null and void.
11 — Ukraine is eligible for membership in the European Union and will benefit from short-term preferential access to the European market while this issue is considered.

14 — The frozen funds will be used as follows: $100 billion from frozen Russian assets will be invested in U.S.-led efforts to rebuild and invest in Ukraine. The United States will receive 50% of the profits from this operation. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will aim to strengthen relationships and increase common interests in order to create a strong incentive not to return to conflict.
15 — A joint U.S.-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this Agreement.
16 — Russia will include in its legislation its policy of non-aggression towards Europe and Ukraine.
17 — The United States and Russia will agree to extend the validity of the treaties on the non-proliferation and control of nuclear weapons, including the START I treaty.
18 — Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
19 — The Zaporizhia nuclear power plant will be put into operation under the supervision of the IAEA, and the electricity produced will be divided equally between Russia and Ukraine — 50/50.
20 — Both countries commit to implementing educational programs in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

22 — Having agreed on future territorial arrangements, the Russian Federation and Ukraine undertake not to modify these arrangements by force. No security guarantee will apply in the event of violation of this commitment.
23 — Russia will not prevent Ukraine from using the Dnieper for commercial purposes, and agreements will be reached on the free transportation of grain across the Black Sea.
24 — A humanitarian committee will be created to resolve outstanding questions:

26 — All parties involved in this conflict will be granted full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.
27 — This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, chaired by President Donald J. Trump. Sanctions will be imposed in the event of violations.
28 — Once all parties have accepted this memorandum, the ceasefire will take effect immediately upon the withdrawal of both parties to the agreed points to begin the implementation of the agreement.
