The Minister of Labor, Employment and Social Security, Abdelhak Saïhi, announced, Thursday in the National Assembly, the imminent launch of a digital platform for the fitting of disabled people, highlighting the progress in social protection, with more than 441,000 young beneficiaries of unemployment benefit and the advancement of the decree on the retirement of education personnel.
Minister Saïhi announced the upcoming launch of a digital platform by ONAAPH, which will allow automatic treatment of each patient. This innovation aims to simplify procedures, reduce travel and queues, as well as guarantee personalized monitoring, regardless of the disability, social situation or location of the beneficiaries, while informing families in real time via their telephone. Mr. Saïhi also assured that monitoring will be rigorous and that each patient will be able to access their personal information in a secure and transparent manner, thanks to data protection systems that comply with international standards. He specified that “the platform will make it possible to follow each patient rigorously, to centralize all information and to guarantee that no one is left behind, regardless of their place of residence or the degree of their disability”, underlined Saïhi, thus summarizing the ambition of this project which places humans at the center of digital transformation.
In addition, Saïhi maintained that recent statistics demonstrate that ONAAPH is already fully operational and mobilized. Since the start of 2025, no less than 107,250 patients have been treated with precise, documented and regular medical monitoring. He added that beyond digital modernization, his departure is committed to a strategic approach to local production. Discussions are currently underway with national experts and innovative start-ups to develop the manufacturing of certain materials and equipment currently imported.
This initiative has several objectives including strengthening the country’s autonomy and sovereignty in a strategic sector, reducing dependence on foreign suppliers, improving the availability and accessibility of equipment for patients and creating economic opportunities and qualified jobs.
Furthermore, the minister took stock of progress in social protection, an area in which the government has increased initiatives for several years. He notably recalled the strategic importance of the unemployment benefit established by the President of the Republic. “This allowance is intended to provide social protection for job seekers and constitutes a fundamental characteristic of the social dimension of the Algerian State,” explained the minister, stressing that this measure is not simply financial aid, but a real safety net which preserves the dignity of citizens in professional transition.
Until October 31, 441,223 young people who met all the legal conditions benefited from this allowance, allowing them to maintain a decent standard of living during their job search. At the same time, more than 560,000 young people have been recruited into public and private companies, demonstrating that employment policies are starting to produce tangible results in the labor market. On other sensitive issues, the minister provided details expected by parliamentarians and the sectors concerned.
Concerning the entry into force of the law relating to retirement for personnel in the education sector, a subject which raises many questions within the educational community, the minister indicated that the executive decree “is currently at the level of the general secretariat of the government”, thus signaling that the regulatory process is following its normal course.
As for the revision of social security reference rates, a crucial issue which directly impacts the purchasing power of policyholders and the financial viability of the system, the minister specified that “the work is in progress, within the framework of a specialized commission responsible for examining the issue in all its dimensions”.
