Under the slogan ”A pioneering youth for a promising future”. The Court of Médéa organized last Thursday at the large conference room ”Hadj Hamdi” of the ”Yahia Fares” University of Médéa an awareness day against drugs and psychotropic substances, in the presence of civil and military authorities headed by Mr. Djillali Doumi, wali of Médéa, Mr. Mustapha Tani, president of the APW, Ms. N. Bouhamidi and MZ Talbi, respectively president and Prosecutor General of the Court of Médéa, senior executives of the Court of Médéa, as well as all the presidents and public prosecutors of the courts in the area of action, representatives of the established bodies (the General Directorate of National Security, the National Gendarmerie, the General Directorate of Customs, executives of penitentiary establishments), representatives of civil society and representatives of the press accredited to Médéa.
On the sidelines of the opening of this day, Mr. Djillali Doumi, wali of Médéa, underlined the importance of this initiative to protect our children from various social scourges, in particular drugs and psychotropic tablets. He called on all parties concerned, first and foremost, parents, to “mobilize to confront this phenomenon foreign to our traditions”, particularly welcoming “the important role played by the services concerned in the fight against this scourge”.
The Attorney General at the Court, MZ Talbi, highlighted the main provisions of the new law 25-03 amending and supplementing law 04-18 which “aims to preserve national security against the dangers of the illicit use and trafficking of narcotics and psychotropic substances, to deal in depth with the resulting social dysfunctions and to protect public health by strengthening the partnership between academic institutions and organizations responsible for the fight and prevention of this scourge.”
Referring to the latest amendment to the law relating to the prevention of drugs and psychotropic substances, the Prime Minister stressed that this text constitutes “a solid legislative framework, the provisions of which have been formulated in such a way as to guarantee the adoption of a comprehensive national approach which integrates both preventive and therapeutic aspects, measures for an effective fight against drugs and psychotropic substances, the general mobilization of all State institutions and the contribution of civil society and the media to meet the challenge. The President of the Court, Ms. N. Bouhamidi, addressed the national strategy for prevention and the fight against drugs through the preventive function and the role of civil society and the religious affairs sector, noting that the Algerian legislator in this law “does not consider the drug addict as an individual to be punished but as a sick person who needs treatment and rehabilitation”, and also underlines that “the great interest that the President of the Republic has in the fight against drugs and his firm commitment to mobilizing all forces of society to combat this scourge with efficiency and rigor”, affirming that “this commitment of the President of the Republic emanates from his full awareness of the serious threats posed by the proliferation of these poisons in our society, in view of the diseases, social ills, economic damage, behavioral excesses and health complications that they cause”.
“The seriousness of these threats is all the more amplified because of their link with the systematic policies of certain parties who unfortunately use drug trafficking as a weapon to attack the security of the State by targeting their youth,” she argued. “This integrated presidential approach has allowed our country to establish a solid legislative arsenal to confront this scourge, through the establishment of several legislative texts, including the law relating to health and the law relating to the prevention of drugs and psychotropic substances and the repression of their illicit use and trafficking, which has been the subject of several amendments imposed by the changes and challenges of the day.”
To broaden the scope of this initiative, the work of this day was followed by the screening of videos developed by the security of the wilaya of Médéa.
