New urban districts: More than 300 educational establishments planned in 2026

Raise the quality of educational service.

The Minister of Housing, Urban Planning, Towns and Regional Planning, Mohamed Tarek Belaribi, announced this Sunday that the government confirmed the registration of 330 new educational establishments for the year 2026, during the meeting at the headquarters of the National Housing Bank, which he co-chaired with the Minister of National Education, Mohamed Seghir Saâdaoui, in order to define priorities in terms of construction of educational infrastructure in new urban districts.

Belaribi immediately highlighted the constant evolution of budgets devoted to educational infrastructure. “The finance laws of recent years show a clearly increasing pulse in investments intended for public facilities, in particular educational infrastructures,” he indicated. He underlined that this development “reflects a real desire to raise the quality of the educational service and strengthen reception structures”, during his speech delivered on the occasion of this strategic meeting devoted to the evaluation of the 2025/2026 school year and the preparation of the 2026/2027 school year.

The minister thus announced that the year 2026 marks a new stage in this policy, with an allocation of 150 billion dinars, intended to finance 430 public facilities, including 330 new educational establishments. These are divided into 200 primary schools, 80 middle schools and 50 high schools, meeting the growing needs in all the wilayas and the requirements for school coverage in the new urban centers.

In addition, by tracing the evolution of infrastructure programs, Mr. Belaribi recalled that the period 2020-2024 saw the registration of 677 educational facilities, to which were added 224 facilities scheduled in 2025, then the 330 facilities listed in the 2026 finance law. He underlined that “the 557 facilities scheduled for the years 2025 and 2026 alone represent more than 80% of all projects carried out between 2020 and 2024. He argued that the proportion “clearly demonstrates the strategic importance that the highest authorities attach to the issue of school infrastructure”.

The minister was keen to point out that this dynamic is not only limited to budgetary entries. It is also manifested in the actual rate of production. Mr. Belaribi thus specified that 620 pieces of educational equipment were delivered between 2020 and 2024, while the year 2025 alone saw the delivery of 322 pieces of equipment, adding that this figure constitutes “a strong indicator of the acceleration of the pace of achievement on the ground”.

In detail, the 2020-2024 period benefited from an envelope of 648 billion dinars, allocated to the construction of 931 public facilities, including 677 educational establishments. For 2025, the dedicated budget reached 67 billion dinars, making it possible to include 224 additional educational infrastructures. Mr. Belaribi also assured that school infrastructure cannot be thought of in isolation. “Educational establishments are an integral part of the urban environment, because the State’s vision is based on the creation of modern, balanced neighborhoods equipped with all the necessary amenities,” he said. He stressed that this approach is at the heart of the AADL 3 program, of which 46,000 housing units were recently launched, including 8,000 in the Sissaoui urban center in Constantine, inaugurated by President Abdelmadjid Tebboune.

To support this vast construction movement, Mr. Belaribi announced that he had given firm instructions for “work on educational facilities to start simultaneously with that of the housing projects”, in order to guarantee that the new neighborhoods are delivered “with their schools, their public facilities and all the services necessary for harmonious urban life”. The minister also noted the importance of the architectural dimension of these infrastructures. He called on design offices to “design establishments that reflect modern architecture, respectful of educational standards and expressive of Algerian urban identity”. He cited as an example “the remarkable model produced this year in a school in the wilaya of Laghouat”, considered a benchmark in terms of aesthetic and functional quality. Assuring that it is time to break with standardized designs, the minister encouraged the emergence of establishments more adapted to the needs of students, more integrated into their environment and more representative of the architectural modernity sought by the State.

Furthermore, to ensure the proper execution of the programs, Mr. Belaribi also announced the creation of special monitoring commissions in each wilaya. Chaired by the housing directors, these commissions will bring together the directors of education and those of public facilities. He explained that their mission will be to “remove obstacles on the ground, ensure close monitoring of construction sites and guarantee rapid and compliant delivery of educational establishments, particularly in new residential complexes”. These committees will also have to ensure the overall coherence of the projects, coordination between the different stakeholders and strict compliance with the announced deadlines, so that the establishments can welcome students in the best conditions as soon as they are put into service.
