AU-EU Partnership

Algeria called, yesterday Tuesday, from Luanda (Angola), for the reorganization of the priorities of the Africa-Europe partnership in matters of peace and security in the face of the resurgence of the phenomenon of unconstitutional changes of Governments and the worsening of the scourge of terrorism in Africa. This call was conveyed by the Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs, Ahmed Attaf, in his speech delivered during the work of the 7th Cooperation and Partnership Summit between the African Union (AU) and the European Union (EU).
The Minister of State noted that this Summit “is being held in an erratic international context of extreme complexity, the repercussions and consequences of which have not spared our continent.”
It requires “sounding the alarm” concerning several elements, said Ahmed Attaf, citing firstly “the resurgence, in Africa, of the phenomenon of unconstitutional changes of government
ments, which changes are no longer simple repercussions linked to passing or one-off data, but a reality which extends and takes root in the face of the blocking of any prospect of a return to the expected constitutional order.
He also spoke of “the worsening of the scourge of terrorism in Africa after its ebb in the rest of the world”, noting that “the Sahelo-Saharan region is today the global focus or the international epicenter of this scourge, which has sowed disorder and crime in African countries, in an international silence that is difficult to understand.”
The Minister of State further cited “the proliferation of the phenomenon of foreign military interventions in Africa”, stressing that “this phenomenon is today a structural factor in the African security landscape which complicates and prolongs crises and compromises any chance of resolving them by peaceful means”. He also mentioned “the decline of the continental diplomatic role and the international disinterest in African security and political priorities, which no longer benefit from the required interest in the multilateralism agenda.” Thus, the first priority of the Africa-Europe partnership in matters of peace and security “must be to put an end to international lethargy with regard to peace and security issues in Africa, because the challenges facing our continent are not localized or spatially limited difficulties, but cross-border, transnational and transcontinental risks,” said Ahmed Attaf.
He added that “the second priority must be the rehabilitation of the African diplomatic role and the promotion of the principle of African solutions to African problems, because our continental organization has already proven its capacity to fulfill the role assigned to it, as long as it has had sufficient room for maneuver and has benefited from the necessary international support.” “The third priority must be effective and efficient investment in development, as the best way to prevent crises and tackle their root causes, while taking into account their development dimensions,” continued the Minister of State, stressing that “Algeria calls for the realization of Europe’s investment promises towards Africa, within the framework of the ”Global Gateway” initiative.
The fourth and last priority, for its part, is “an eminently structural priority aimed at putting an end to the marginalization of Africa in all international decision-making centers in security and economic matters”, indicated Ahmed Attaf, noting that “this marginalization remains in itself one of the main structural factors which hinder Africa in the realization of its aspirations and its objectives enshrined in Continental Agenda 2063”. Ahmed Attaf, representing President Abdelmadjid Tebboune, participated, Monday in Luanda (Angola), in the inaugural session of the 7th Cooperation and Partnership Summit between the AU and the EU, which was held on November 24 and 25, said a press release from the ministry. Placed under the theme “Promoting peace and prosperity through effective multilateralism”, the AU-EU Summit is being held with the participation of a number of African and European heads of state.
