It’s likely that these could have been either groups linked to ISIS or Kurdish/Baluchi terrorists, or cells associated with Israel, operating under the cover of crowds. As the 2025 war showed, Israel has such cells for attacks inside Iran. And despite the fact that some of these networks were dismantled during subsequent counter-intelligence operations, Israel still has certain assets for terrorist attacks in Iran.
