Accélération de la finalisation des contrats de propriété – Le Jeune Indépendant


The Minister of Housing, Urban Planning, City and Regional Planning, Mohamed Tarek Belaribi, has given instructions to the National Agency for the Improvement and Housing Development (AADL) to accelerate procedures for the finalization of property contracts for AADL 2 and set the conditions for the launch of the “AADL 3” program, including the requirement to finalize construction sites.

Belaribi immediately asserted the importance of completing, without delay, all the procedures related to the AADL 2 program, during the meeting he chaired, the day before yesterday, devoted to the evaluation of the programs in progress and to the preparation of the launch of the new AADL 3 formula. This is what a statement from the ministry said.

This meeting, which took part in the central director of contracts within the AADL agency, as well as the regional directors of the agency, presented detailed reports on the wilayas under each regional management. This made it possible to deeply examine the administrative, technical and land files, the cornerstone of any construction operation.

The reports presented by regional officials of the agency provided a detailed inventory of the number of extracted land contracts, cutting tables carried out and final contracts carried out by the various regional directions of the agency. These figures, far from anecdotal, reflect the magnitude of the administrative site which accompanies the housing formula for rental-sale. The regional department of Oran has distinguished itself with a realization rate of 75.90%, followed closely by Constantine which displays 67%.

Faced with these encouraging but still unequal results, Belaribi gave firm instructions for the acceleration of contracts, finalize ownership and compliance certificates, and remove all bureaucratic obstacles.

In this regard, the Minister underlined the importance of implementing joint inter -ministerial instruction n ° 02 signed on September 9, 2021, relating to the facilitation of the procedures for adjusting land. Noting that the effectiveness of the system is based on close coordination between the different state institutions.

The Minister also required the creation of a digital application specifically dedicated to beneficiaries of the AADL 2 program, in order to facilitate the request and reception of contracts. An innovation supposed to bring the administration closer to the citizen and strengthen transparency.

AADL 3, the imperative finalization of land contracts

In a second step, the meeting discussed the highly anticipated file of the “AADL 3” program. For this new rental-sale formula, the first tranche provides for the production of 200,000 housing units spread over several wilayas.

A technical presentation presented the degree of preparation of files, in particular land contracts and building permits, while signaling the difficulties encountered in the field. Faced with these observations, Belaribi has been categorical by ordering that no site is open until all administrative and land procedures are not finalized.

Explaining that this anticipatory approach will guarantee better fluidity and will make it possible to hand over the final contracts to the beneficiaries upon delivery of the projects. He also assured that “all means have been mobilized to ensure compliance with the deadlines and the quality of the constructions”, reaffirming the state’s desire to meet the pressing expectations of citizens in terms of housing.

The other instruction given by the Minister at this meeting was the decision to launch an unprecedented digital application, dedicated to real -time monitoring of the AADL 3 program. The first manager of the sector said that this platform, as a real piloting tool, would contain all strategic information, like the geographic location of the sites, data relating to the design offices, the construction companies, the building permits and even the digitized versions of contracts.

Thanks to this device, the AADL could thus occur quickly in the event of failure and guarantee better coordination between the actors involved. For subscribers, the application would constitute a transparency showcase and a direct means of accessing the advancement of their project.

The meeting was finally an opportunity to approach the treatment of appeals filed by the beneficiaries of “AADL 3”. Between August 25 and September 17, several thousand files were introduced. To cope with this influx, more than 300 agents have been mobilized in order to process requests as soon as possible and guarantee each subscriber the recognition of his rights.

It should be noted that through this series of instructions, Belaribi intends to breathe new life into the national housing policy. Acceleration of procedures, digitalization of approaches, technical anticipation and administrative rigor, so many orientations which reflect the will of the public authorities to improve the management of programs and to respond more effectively to a strong social demand.
