“Adapt the legal arsenal to the new trajectory of the national economy”

The President of the Republic, President of the Superior Council of the Judiciary (CSM), Abdelmadjid Tebboune, highlighted, the day before yesterday Sunday in Algiers, the need to adapt the legal and regulatory arsenal to the new trajectory that the national economy is taking. “We must guarantee a legal framework harmonized with the economic orientations of our country, and this involves in particular encouraging investment, by strengthening the atmosphere of security and stability,” said the Head of State. Pleading for justice in line with the social and demographic realities of the country, in order to effectively support the new economic dynamic.
Presiding over the opening ceremony of the new judicial year (2025/2026), Abdelmadjid Tebboune affirmed that the in-depth revision of the national legal arsenal aimed to enshrine the rights and freedoms of citizens and to strengthen the achievements of human rights which are inseparable.
“In recent years, we have initiated new legal texts and begun the in-depth revision of other laws, in accordance with the commitments that I have made for the moralization of public life and the fight against abuses and corruption, which undermine our religious and cultural values and our national identity,” he said.
Stressing that the majority of this new legal arsenal aims to directly serve citizens in terms of rights and freedoms, to adapt institutions in this direction and to strengthen the achievements of human rights which are inseparable.
By creating, continued the Head of State, an environment favoring the adaptation of the legal system to the technological and socio-economic progress experienced by our country.
“Given the speed at which our country is developing economically, particularly in terms of the knowledge economy, it is imperative to adapt to developments and develop new laws in this direction,” he added.
Citing, among other texts revised with this in mind, the law relating to the prevention and repression of the illicit use and trafficking of narcotics and psychotropic substances, the law relating to the prevention and fight against money laundering and the financing of terrorism and the law relating to the protection of natural persons in the processing of personal data.
Given the speed at which our country is developing and the evolution of economic and investment approaches, the development of new laws, said Abdelmadjid Tebboune, is necessary, especially since at least 85% of economic transactions are now free, taking place between private operators or between the State and private operators.
Calling, in passing, to increase the number of commercial courts to resolve the cases which are accumulating, and which give citizens the false impression of slow justice in these decisions.
Reaffirming that the revision of the legislative texts aimed to facilitate procedures for recourse to justice, the Head of State indicated that these texts will be consolidated by additional texts aimed at framing the initiative in economic, commercial and investment matters, to establish transparency and integrity and to strengthen the fight against corruption. A component which, he said, represents an absolute priority in the approach that we are carrying out with unfailing political determination, relying on the men and women of the justice sector.
Convinced of the vital role of magistrates, the Head of State affirmed to constantly insist, in his directives addressed to the Government, on the need for optimal care of personnel in the justice sector and the imperative to continue efforts aimed at moralizing judicial action and promoting it in terms of quality and efficiency.
Underlining the importance of taking care of the daily needs of magistrates in order to allow them to devote themselves entirely to their missions.
